Overview
To assist management of minor works projects secured by Mitie, either forming part of the maintenance contract, or standalone projects. All projects to be delivered on time, in a profitable, effective manner whilst endeavouring to exceed customer expectations.
Main Duties
* To support the Minor Works Manager in the delivery of all lower value projects/minor works.
* Develop minor works programmes in line with contract and Mitie process requirements.
* Manage the site survey process.
* Assist in undertaking RMA's (Reactive Maintenance Assessment).
* Set standard project timeline programme to measure SME contractor compliance and Mitie performance for client.
Design
* Identify what level of design is required to minimise risk and complete the project successfully.
* Input into the Minor Works Risk Register and communicate to the relevant stakeholders.
* Attend stakeholder meetings to update.
* Where required, procure design services (under the guidance of the MWM).
* Where required ensure the Architectural and Engineering supplier (or Design and Build contractors) has a sufficient design brief to complete the design.
* Manage the appointed designer in their development and completion of the design.
* Review design deliverables for completeness and seek design sign-off.
* Along with the PD take into account that CDM 2015 principles have been included in the design.
* Ensure SME and relevant stakeholder input is included in the design requirements.
* Liaise with the MW Manager as required to set project budget estimates.
Procurement
* Manage the supplier selection process through CPA (Contractor/Consultant Panel Authorisation).
Construction
* Review timeline with all relevant stakeholders to set expectations.
* Instruct timeline to the supplier.
* Always ensure the contractors have issued their RAMS and they have been checked and authorised and have a PO prior to starting the works on site.
* Update risk register.
* Set up and chair a pre order/start meeting, where required.
* Manage the Request for Information (RFI) process with the appointed contractor.
* Ensure sites are handed over to the supplier effectively. Manage the interface between the Client and the supplier. Set expectations and consult with the Client. FM & Reactive (noisy works, outages, escalation procedure, health and safety).
* Make periodic site visits to review quality of delivery.
* Oversee the works and track progress to time, cost, and budget.
* Manage the Change Control process.
* Track suppliers' compliance with the agreed Health and Safety plan.
* Manage risks and issues in a timely manner, communicate and drive decision making.
* Manage supplier application for payment process alongside the QS/Cost manager in line with contract timescales.
* Plan for the hand-over and close out in line with the processes.
* Conduct snagging walk rounds with the contractors prior to completion to ensure a zero defect handback.
Hand-back and Close-out
* Oversee the Suppliers' testing and commissioning works.
* Arrange and manage a hand back meeting on completion of works.
* Manage the movement of people and equipment if required.
* Ensure the contractor issues all Close-out documentation (including Health and Safety plan and O&M Manuals) in a timely manner. Review for completeness.
* Issue Handback certificate.
* Manage the financial close process by agreeing final account information with the QS & suppliers and internal stakeholders.
Experience and Qualifications
* Experience working on high pace, quick turnaround projects.
* Skilled in the use of all project management documentation altered to suit the Minor Works environment.
* Travel as required to any project destinations within Essex and other locations as directed.
* Meticulous planner and a good eye for quality.
* Able to solve multi-faceted and complex tasks.
Leadership
* Excellent communicator and able to deliver information in a logical, clear, and concise manner.
* Able to incentivise and manage a construction team/sub-contractor.
* Excellent at building relationships.
* Able to drive decision making.
Technical Ability
* Has a good technical grounding in construction and office refurbishments.
* Understands a project and PMO team structure and their roles and responsibilities.
IT
* Competent with the use of Microsoft tools (Excel, Word, PowerPoint). Use of Microsoft Project is to be developed.
