This Greater Manchester Combined Authority (GMCA) funded role will be responsible for driving and co-ordinating GM programmes into the local skills and delivery landscape, helping to ensure alignment of priorities and maximising the added value of GM programmes in a place. This role will require close working with GM and Salford partners and providers in the design, commissioning, mobilisation and management of services with the aim of achieving maximum impact for Salford and creating a more integrated skills and work system for residents and businesses. This goes beyond a traditional procurement or supply-chain management role and will suit a systems-thinker with strong influencing and relationship-building skills. This is an exciting time with a new, five year, partnership led Salford Employment and Skills Strategy in place, and the recent launch of the Salford Employment Hub, a key component in the City Council’s aspiration to create a ‘single front door’ for accessing skills and work services in the city. About You Applicants will need experience, knowledge and understanding of the employment and skills system at a local, Greater Manchester and national level; be enthusiastic and positive with strong partnership working, communication and inter-personal skills; proven experience at a strategic level in shaping, commissioning and managing programmes and services; are able to manage competing demands within a changing and complicated environment; are able to interpret and co-ordinate complex information to inform plans and activity; you take personal responsibility and work with integrity; you are resilient and able to problem solve; and you strive for continuous development and improvement in service quality and outcomes. About the Role The post holder will be responsible for supporting all aspects of integration, strategy and commissioning in relation to the employment and skills offer for residents and employers in Salford. Activities will include: •working closely with colleagues, elected members, external partners, providers and stakeholders to ensure the development and integration of employment and skills programmes and services; •contributing to delivery plans, commissioning strategies and transformation plans at a local and sub-regional level;•working with partners to develop opportunities for collaboration, pooling budgets, joint commissioning and securing external funding; and •the commissioning, management and performance management of skills and work programmes and services to deliver quality outcomes for residents and businesses.
