We offer an exciting opportunity to lead in the strategic planning and business management of the largest digital transformation within the Environment & Business directorate. The Regulatory Services Programme aims to deliver digital services that revolutionize how the EA regulates.
You will be a key member within the Programme Management Office (PMO), providing valuable input into the financial and business management of the Programme to mitigate risks, resolve issues, and ensure value for money, aligning with the business case.
We seek someone with a proven track record in managing complex financial data, collaborating to optimize value for money, and influencing investment decisions.
Responsibilities include:
* Understanding the financial and economic foundations of the Programme’s business case and funding bids.
* Ensuring project deliverables meet strategic objectives and managing change control processes.
* Supporting the Programme Manager in managing changes to scope, cost, and quality, ensuring affordability and value.
* Managing stakeholder queries and delivering regular financial and project reports across EA, Defra, and external suppliers.
* Assisting in investment and funding activities with the Programme Manager and Director.
* Ensuring compliance with governance and assurance standards.
* Supporting business management through lifecycle cost allocations.
The Team:
The Digital, Innovation and Programmes team oversees the Digital Strategy, shaping digital service delivery that transforms regulation processes. You will work with a multidisciplinary team, including Defra shared services and third-party suppliers, to develop user-centered online services and digital platforms that are efficient, simple, and fast.
Required Skills and Experience:
* Experience working in a dynamic, fast-paced environment.
* Proficiency in Microsoft Office Suite (Excel, SharePoint, PowerBI).
* Experience managing complex financial information.
* Understanding of financial and business planning processes, including charge funding, CDEL, and RDEL.
* Experience with purchase order processes and business case approvals within EA and Defra frameworks.
* Knowledge of governance around spend control and assurance processes.
* Ability to lead and engage stakeholders, driving innovation and best practices.
