England is reforming agricultural policy and spending with the Environmental Land Management (ELM) schemes. ELM schemes support farmers to provide public goods in return for public money, incentivising water, soil and biodiversity outcomes alongside food production. Working with Defra and delivery partners, this role aims to improve services to farmers and influence the design and delivery of incentives within the broader organisational response to government reviews. These reviews seek to improve water quality in collaboration with the water sector and to promote growth and nature recovery through regulation.

The Environment Agency ELM team seeks dynamic, strategic thinkers to help shape the future of ELM, particularly the delivery of Countryside Stewardship Higher Tier (CSHT). The role involves delivering key CSHT outputs for the Farming and Countryside Programme and contributing to continuous improvement of the scheme.

You will provide advice in meetings, manage commissions, oversee programme milestones, identify risks and resource needs, and work across teams and organisations with senior leaders to articulate a scheme that supports outcomes.

Experience/skills Required

The role represents EA expertise to Defra, delivery bodies and the agriculture sector to achieve consistency and improve collaboration between organisations. Essential experience includes working with Agriculture, Defra and other statutory bodies. You should be politically aware with excellent communication and networking skills, understand environmental sensitivities related to significant agricultural reform, and have experience interpreting/evaluating evidence to propose risk-based solutions. You should prioritise and deliver complex work and be a self-starter who develops and advances ideas. Ideal candidates will demonstrate the ability to:
