About the Role
We are seeking an experienced Programme Manager to lead and deliver a wide range of projects within our clients Capital and Estates portfolio. These may include construction, facilities, equipment and infrastructure projects, as well as wider service improvement programmes aligned to their strategic objectives.
The post holder will also, on occasion, represent the client directly in projects where they may not act as Programme Manager but will provide expert leadership, advice and oversight. This role is central to ensuring that programmes are delivered efficiently, sustainably and with measurable benefits for patient care and staff experience.
Key Responsibilities
* Lead complex programmes across divisional and organisational boundaries, ensuring alignment with objectives, policies, procedures and national requirements.
* Deliver transformational change from design through to benefit realisation, using proven programme and change management methodologies.
* Create and manage RACI frameworks for build programmes that span multiple organisations, ensuring effective commissioning of both technical and operational services.
* Develop and implement Standard Operating Procedures (SOPs) and ‘how-to’ guides for staff, supporting best practice and ease of access via the Trust’s intranet.
* Apply comprehensive knowledge of clinical pathways and processes to work collaboratively with clinicians, estates, facilities and healthcare professionals.
* Lead on service improvement and transformation programmes, ensuring sustainable change and improved patient outcomes.
* Communicate complex and sensitive information with tact and diplomacy, adapting communication style for a variety of audiences, from small working groups to large stakeholder meetings.
* Proactively manage multiple programmes, balancing competing priorities and ensuring timely delivery within agreed scope, budget and quality standards.
Skills & Experience Required
* Strong track record of programme and project management in complex organisations, ideally within the public sector.
* Relevant project/programme management qualification(s) such as PRINCE2, MSP, Agile, or Change Management .
* Demonstrable experience of leading large-scale capital, estates, or facilities projects .
* Skilled in the use of service improvement and change management tools and techniques.
* Excellent stakeholder engagement and influencing skills, with the ability to navigate sensitive issues and achieve consensus.
* Proven ability to design, implement and embed new systems, processes and ways of working that support transformation and deliver tangible benefits.

This contract is until Marh 2026 initially
