ROLE PURPOSE
A Quantity Surveyor has several years of experience managing all costs related to Mechanical & Electrical engineering. They may also have experience delivering commercial services within a Facilities Management and fabric environment. They will support senior members of the commercial team in delivering duties for key clients and be responsible for procuring and managing the supply chain. The QS actively seeks to minimise project costs and enhance value for money while maintaining standards and quality. They may serve as a peer role model for less experienced team members and potentially manage a small team.
ACCOUNTABILITIES
Governance
* Adheres to company policies, procedures, IMS, and governance standards.
Analytical Thinking & Decision Making
* Orders information and systematically checks data.
Cost Engineering
* Measures, records, and values work independently according to rules and procedures.
* Works with project managers and contractors on value engineering reductions.
Estimating
* Measures and interprets specifications and drawings.
* Builds estimates from first principles, including net and gross estimates.
* Translates measurements into Bills of Quantities or Schedules of Rates.
* Provides input for tenders and commercial adjudication.
Planning
* Reviews weekly and monthly work programmes.
* Plans commercial activities to meet programme requirements.
* Understands delay and disruption programmes.
Project Management
* Uses the Evolution MX System.
* Prepares, submits, and negotiates claims, including valuations and final accounts.
* Collates cost and value information for reviews.
* Experienced with NEC3/4 contracts, managing notices, registers, and risk assessments.
* Monitors subcontractor activities and responds with notices as needed.
* Prepares cost reconciliation statements.
* Identifies savings and value engineering opportunities.
Procurement
* Specifies procurement requirements and records interest registrations.
* Understands procurement steps and documentation.
Commercial Management
* Manages customer and stakeholder relations.
* Vets contractual terms per company rules.
* Handles cash flow, debt recovery, and retentions.
* Measures work, manages subcontracts, and finalizes accounts.
* Maintains a Personal Development Plan.
Development, Recruitment, and Retention
* Supports team development.
PERSONAL QUALITIES AND EXPERIENCE
* Essential: BSc or MSc in Quantity Surveying or equivalent experience.
* Desirable: Strong communication, teamwork, housekeeping, achievement focus, industry knowledge, and previous commercial experience.
