One of my local government clients is currently recruiting an experienced Accountant on a temporary basis. This is a 3-month minimum contract with the possibility of extension. The role is Monday to Friday, 9:00am to 5:00pm.
It is a hybrid working role; however, you will be required to attend the office 2-3 times a week.
Overview:
The successful candidate will work closely with the Finance Business Partner to oversee the financial accounting, reporting, and internal control environment of the South East Wales Corporate Joint Committees (SEWCJC). This includes ensuring all inputs to the General Ledger via its feeder systems are accurate and timely. The role also involves supporting the wider finance team and key stakeholders with all accounting and reporting requirements.
Responsibilities:
* Support the Finance Business Partner in the annual budget setting process, including preparing the Medium-Term Financial Plan for operational budgets and the Wider Investment Fund (Revenue & Capital).
* Assist in preparing the monthly board pack to provide up-to-date information on Project, Programme, and Portfolio levels for internal and external stakeholders, as outlined in the Annual Business Plan.
* Support the preparation of the Annual Financial Statements for all SEWCJC activities.
* Assist with the external audit of the Annual Financial Statements.
* Lead on Management Accounting arrangements for specific Projects, providing financial advice and support to Project Managers.
* Ensure the integrity, accuracy, and timeliness of all general ledger transactions and supporting documentation for auditing purposes.
* Assist with the timely and accurate processing of Balance Sheet reconciliations for SEWCJC Projects, during the year and at year-end.
* Support the resolution of performance audit queries raised by external auditors and help implement recommendations.
* Contribute to the review and input into the Business Case process, providing financial oversight to mitigate risk and monitor spend and performance.
* Develop financial models to support the Innovation & Investment Framework and related projects.
* Assist in supervisory and management responsibilities within the Finance Team.
* Review the SEWCJC Contract Forward Plan and procurements, providing financial and commercial oversight.
* Support in maintaining the accounting system (CIVICA).
