What's involved with this role: Interim Finance Manager – Financial Services Job Ref: Nuneaton 5247758 Pay Rate: £24.58 per hour PAYE Hours per week: 37 Monday to Friday, normal working hours Role Length: This opening assignment is for 7 months City: Nuneaton, Warwickshire The purpose of the role is to be the key member of the Finance team with full knowledge of technical accounting, Treasury, Collection Fund, the Balance Sheet and VAT for the Council. Key Responsibilities: Be the Council’s expert on the treasury function ensuring full compliance with legislative requirements. Advise on the appropriate levels of resources for the financing of capital and revenue expenditure and to ensure that those resources available are maximised. Lead in the closure of the Council’s Accounts, completing specified disclosure notes and maintaining detailed working papers. Take a lead in ensuring the proper administration of financial affairs and monitor compliance with relevant financial standards and legislation, whilst supporting the delivery of a programme of continuous improvement. Act as the finance lead on the Collection Fund, ensuring regular contact with the Coventry and Warwickshire Business Rates Pool and providing quarterly performance forecasts to both Members and the Pool. Be responsible for Treasury Management practices, policies and strategy including reporting to relevant Committees. Complete all relevant statutory financial returns. Approve specified Balance Sheet reconciliations and support direct reports with allocated reconciliations, ensuring completion to a monthly timetable and with all relevant supporting documentation. Ensure the Council’s general ledger system is adequately maintained and to develop its functionality to improve financial management and to encourage efficient methods of working. Manage and provide oversight of insurance claims effectively on behalf of the Council. Be the Council’s expert on VAT keeping abreast of legislative changes and ensuring training and updates are provided to other members of the team and operational officers where changes may impact operational decisions. Qualifications: Qualified CCAB (or equivalent) or part qualified. Skills & Experience: Minimum of 12 months recent experience in a similar role, or context and ideally within a public sector organisation. Experience of developing and maintaining good working relationships with colleagues and external contacts to achieve service outcomes. Must have full knowledge of technical accounting, Treasury, Collection Fund, the Balance Sheet and VAT in a local government environment. Experience of production of the Statement of Accounts and liaison with external auditors. Experience of providing VAT advice and guidance Successful track record of managing and motivating employees to achieve targets at both a service and corporate level. Experience of developing Treasury Management policies and strategies. Evidence of continuing professional development (both technical and managerial). Ability to provide technical advice and guidance to colleagues. Knowledge of Local Government Finance issues. Ability to work accurately under pressure with a minimum of supervision and respond to change. Able to set, monitor, manage and deliver work to tight timetables.
