About the Role

We are recruiting a full‑time Commissioning Officer to join our Children and Family Services Commissioning Team. This is a highly impactful role with a strong focus on commissioning new services and ensuring full compliance with the Procurement Act 2023 and local Contract Procedure Rules.

Key responsibilities include:

1. Commissioning services across Children and Family Services in line with statutory and local procurement requirements
2. Providing internal commissioning support, coordinating requests that focus on outcomes and value for money
3. Building strong, positive relationships with providers through meaningful market engagement
4. Collecting, recording, and analysing commissioning data to shape future commissioning plans
5. Managing and reporting risks in line with regulations and departmental procedures
6. Helping to develop the local market by encouraging new providers to work with Leicestershire County Council
7. Producing high‑quality reports, dashboards, and insight from quantitative and qualitative data
8. Maintaining clear, effective communication with internal teams and external partners
9. Supporting the Council to improve outcomes for children and families across Leicestershire

The role may also include opportunities to support wider service activity, such as home brokering, contract monitoring, provider reviews, and quality assurance work.

About You

To apply for this post, you must:

10. NVQ4 or equivalent qualification or equivalent work experience in a relevant area
11. Previous experience of commissioning and contracting work/performance monitoring
12. Experience of working in partnership with agencies, stakeholders, children/young people and parent/carers
13. Knowledge and understanding of working with and meeting the needs of children and young people (and their families/carers) with complex needs, including Children in Care, children and young people with Special Education Needs and Disabilities
14. Proven experience of analysis/evaluation of data, preparation of written and financial reports
15. Ability to prioritise, work to deadlines and deliver a number of smaller projects simultaneously. Ability to problem-solve and to constructively challenge existing customs and practices.
16. Ability to develop credible and collaborative relationships with internal and external partners and across multi-disciplinary boundaries and stakeholders
