Learning & Development Officer

Location: Belfast - AFBI Headquarters, Newforge Lane
Pay: £37,694 per annum
Hours: 37 hours per week, Monday to Friday (Flexi available)
Contract: Permanent

The Agri-Food and Biosciences Institute (AFBI) is currently recruiting for a Learning & Development Officer to join the People & Culture team within the Finance and Corporate Affairs Division.

This is an exciting opportunity to play a key role in shaping employee development, supporting organisational growth, and driving a high-performance culture within a leading scientific organisation.

The Role

You will lead the delivery of AFBI's Learning & Development (L&D) programme, ensuring staff are equipped with the skills and knowledge required to support organisational objectives.

Working closely with senior management, you will identify skills gaps, design development initiatives, and promote a strong learning culture across the organisation.

Key Responsibilities

1. Lead and manage the organisation-wide Learning & Development programme
2. Identify staff development needs and deliver data-driven training solutions
3. Oversee onboarding and induction learning programmes
4. Ensure compliance with mandatory training and regulatory requirements
5. Design and deliver in-house training and coordinate external learning providers
6. Provide advice and guidance to managers on development and people policies
7. Support staff engagement, wellbeing, and organisational culture initiatives
8. Produce reports and insights on learning, engagement, and development metrics
9. Support and develop junior team members

Essential Criteria

10. Level 5 qualification (or above) and 2 years' HR experience with a strong L&D focus

OR

11. Minimum 5 years' HR experience with a strong L&D focus and working towards CIPD

AND

12. Experience designing and delivering successful L&D programmes
13. Experience building strong relationships with stakeholders, including senior management
14. Strong data analysis skills, including proficiency in Excel
