Job Summary
We are seeking a Compliance Operations Manager to lead the delivery of a high‑performing planned Building and Engineering Compliance programme across the Council's estate. The role ensures statutory compliance across a wide range of building systems and services, provides strong operational leadership, and drives continuous improvement in safety, performance and customer service.
Key Responsibilities
* Lead and manage the delivery of an efficient, effective planned building and engineering compliance programme across the Council's estate.
* Ensure full statutory compliance across mechanical, electrical and building‑fabric areas (e.g., legionella, ventilation/air & water hygiene, F‑Gas, gas safety, emergency lighting, fixed wiring, lifts, asbestos, fire protection).
* Develop, implement and maintain robust compliance policies, procedures, standards and service specifications.
* Manage, supervise and develop the Compliance Team, including performance, wellbeing, training, recruitment and employee relations matters.
* Plan, programme and prioritise work to meet customer needs, minimise disruption, and improve efficiency and productivity.
* Oversee delivery through effective contract, SLA and quality management, ensuring works meet required standards and timescales.
* Manage delegated budgets, ensuring strong financial control, forecasting and audit compliance.
* Build strong relationships with internal stakeholders, acting as an effective link between client departments and the Compliance Team.
* Maintain and improve essential compliance records (asset registers, surveys, asbestos register, PPM records and statutory inspection documentation).
* Provide performance assurance through management reporting, KPIs and benchmarking, supporting continuous improvement (including CAFM development, e.g., Tribal K2).
Qualifications & Experience
Applicants must hold professional qualifications as a chartered engineer and possess extensive experience managing statutory compliance across large, varied property portfolios. Demonstrated ability to problem‑solve, lead a high‑performing team and deliver on complex engineering compliance programmes is required.
