Job Summary:
• East Hertfordshire District Council is seeking an experienced Shared Service Manager – Council Tax (Revenues & Benefits) to lead the administration and collection of Council Tax across its shared service.
• The successful candidate will oversee the efficient delivery of Council Tax operations, manage remote and office-based teams, ensure legislative compliance, and deliver outstanding customer service.
• This is a key leadership role supporting the Assistant Director for Revenues & Benefits Shared Service in the collection of over £200 million in revenues annually.
Key Duties/Accountabilities (Sample):
• Lead and manage the Council Tax function across the shared service, ensuring accuracy, compliance, and efficiency.
• Oversee the billing, recovery, and collection of Council Tax income exceeding £200 million.
• Manage and motivate team members across hybrid working arrangements, ensuring consistent performance and service quality.
• Support the annual billing and year-end processes for the 2026/2027 financial year.
• Liaise with internal departments, partner authorities, external auditors, and government agencies to ensure effective delivery of statutory functions.
• Monitor service performance and implement improvements to maximise collection rates and customer satisfaction.
• Ensure adherence to relevant Council Tax legislation, policies, and procedures.
• Provide strategic and operational support to the Assistant Director for Revenues & Benefits Shared Service.
• Maintain accurate reporting, performance monitoring, and resource management.
Skills/Experience:
• Proven management experience within Local Authority Revenues or a shared service environment.
• In-depth knowledge of Council Tax legislation, procedures, and enforcement processes.
• Strong leadership, coaching, and people-management abilities.
• Excellent analytical and problem-solving skills, with sound judgement in decision-making.
• Demonstrated ability to deliver high performance in a customer-focused environment.
• Experience of managing large-scale revenue collection and reconciliation processes.
• Competence in interpreting and applying local taxation law and regulations.
• Excellent communication, interpersonal, and stakeholder-management skills.
• Proficiency in using Revenues & Benefits software systems and Microsoft Office applications.
• IRRV Technician qualification or equivalent relevant experience is desirable.
• Strong organisational, budget-management, and resilience skills.

• Location: Wallfields Offices, Hertford, SG13 8EQ (Hybrid working – minimum one day in office, Fridays).
• Hours: 37 per week, Monday to Friday.
