Overview
Operational and service management role responsible for the effective and efficient day-to-day operational delivery of the services, in partnership with senior operational leaders. Accountable for performance management of professional, financial and quality standards and for development and implementation of service plans aligned with the Trust’s aims.
Responsibilities
* Provide service support to the Elderly, General Medicine and Discharge Team; ensure smooth running of the service for compliance with the 18-week RTT and 2-week targets.
* Deliver compliance of clinic ratios, clinic productivity and efficiencies; facilitate planning and delivery of the service transformation programme including QIPP, Best Practice Tariff and CQUINs where applicable.
* Together with the Head of Operations, Deputy Head of Operations, General Manager, Divisional Clinical Director, Head of Nursing, Deputy Head of Nursing and Matrons for the relevant service portfolio, manage day-to-day operations including access, capacity and patient flow across elective and non-elective pathways.
* Support the General Manager in service planning including financial forecasting, income forecasting, demand and activity modelling with the Finance Partner.
* Support the medicine capacity manager role; oversee divisions daily discharge profile and engage with ward managers and site teams to provide live patient flow analysis.
* Act as Project Support for the Division for projects identified to deliver QIPP.
* Develop and implement division policies; ensure patient safety and quality care are at the core of service delivery and planning.
* Support business performance and projects; contribute to the division’s transformation and performance reporting.
Trust Policies
Develop a workforce plan for the Division aligned with the Trust’s overall workforce plan; communicate objectives and progress at division level; maintain a culture that engages staff in decisions on service delivery, quality and access targets; ensure HR KPIs (appraisal rates, mandatory training) are met; engage with patients and carers to ensure high-quality, patient-centered services.
Person Specification
Essential
* Education, Training and Qualifications: Evidence of continuous professional development
* Knowledge & Experience: Experience in a significant NHS management post; knowledge of duties imposed by legislation, NHS policy, governance
* Skills: Full range of IT skills; excellent communication across the organisation; ability to deal with complex issues in a large organisation; creative problem solving
Desirable
* Management degree or Postgraduate Diploma in Management or equivalent
* Proven track record in project/operational management; understanding of modernisation agenda and service redesign tools
* Financial management experience; report writing, service planning, project development and implementation
* Office software proficiency (ECDL) and other related skills
