Job Description
Glasgow City Council
Head of Fleet Asset Management
Glasgow is one of the UK’s largest councils, operating a fleet of more than 3, vehicles and plant assets, supported by over staff across multiple depots and services. With an annual operating budget of nearly £50m, this is a complex and high-profile leadership role at the heart of the city’s operations.
We are seeking an outstanding strategic leader to shape and deliver Glasgow’s Fleet Asset Management service. This is not just about vehicles — it is about leading transformation, driving sustainability, and ensuring one of Scotland’s largest fleets enables the city to meet its service and climate ambitions.
The Role
Reporting to the Divisional Director for Roads & Transportation, you will:
1. Lead the development and delivery of the Council’s Net Zero Fleet Strategy.
2. Manage a large, complex operational service spanning multiple depots, contracts and partnerships.
3. Ensure effective procurement, asset replacement and investment planning.
4. Deliver safe, efficient and innovative fleet operations that enable service excellence across the Council.
5. Build strong partnerships with trade unions, suppliers, regulators and stakeholders.
6. Champion a culture of customer service, workforce engagement and continuous improvement.
About You
We are not just looking for fleet experts. We want a strategic leader who can manage complexity, inspire teams and deliver change at scale. You will bring:
7. A proven track record of leading large-scale operations, projects or services in a complex organisation.
8. Strong commercial acumen and experience in procurement, contract and financial management.
9. The ability to work across professional boundaries and build effective partnerships.
10. Confidence in engaging with diverse stakeholders, including elected members, trade unions and the workforce.
11. A strategic mindset, with the vision to modernise services and drive sustainability.
Experience in fleet, transport or local government is not essential. What matters most is your leadership, ability to deliver transformation, and skill in navigating complex organisations.
This is a unique opportunity to take on a high-profile leadership role in Glasgow, with a remit that combines operational excellence, commercial strategy and civic impact.
