Project Manager (Interim) – Capital Delivery
Location: Local Authority (Hybrid)
Contract: 3 Months (with possibility of extension)

Aatom Recruitment is currently supporting a local authority in their search for an experienced Interim Project Manager to join the Capital Delivery team. This role will lead medium- to large-scale regeneration projects through all RIBA stages, ensuring successful delivery across time, cost and quality standards.
Role Overview
As a Project Manager within the Capital Delivery team, you will oversee the end-to-end delivery of complex regeneration projects, typically up to a combined value of £10m. You will procure and manage multidisciplinary consultant teams, engage internal and external stakeholders, mitigate risks, and drive performance to support the council’s ambitious regeneration agenda.
You will work closely with colleagues across Legal, Finance, Procurement, Building Control, Environmental Services, Social Value and other service areas to ensure coordinated delivery and compliance with all regulatory requirements.
Key Responsibilities
* Lead and manage a portfolio of medium- to large-scale regeneration projects through all RIBA Plan of Work stages.
* Manage multidisciplinary consultant teams of up to 20 professionals, ensuring clear direction, performance management and accountability.
* Set deliverables, milestones and performance targets, holding regular 1:1 meetings with your Team Leader to ensure progress and escalate risks.
* Use your strong technical understanding of construction and regeneration to drive delivery, manage risk, ensure value for money and achieve key project milestones.
* Act as the main point of contact for stakeholders, using effective communication to support collaborative project development and resolution of issues.
* Ensure all projects comply with relevant council policies, statutory requirements and best practice, and contribute to continuous improvement by recording lessons learned.
* Prepare reports, briefings and documentation required for key decision-making and performance monitoring.
* Undertake consultation and engagement activities with residents, elected members, consultants, external agencies and community groups as required.
* Work with political sensitivity and discretion, representing the council in discussions with external partners and resolving conflicting interests effectively.
* Attend and lead meetings, including public meetings outside normal working hours where necessary, ensuring accurate record-keeping and follow-up.
* Carry out any additional duties consistent with the level and scope of the role.
Essential Skills, Qualifications & Experience
* Project Management qualification or relevant Construction/Building professional qualification,
* OR significant experience delivering regeneration construction projects across all RIBA stages.
* Experience supervising staff within a built environment or multidisciplinary consultancy team.
* Proven experience managing construction project budgets, undertaking financial appraisals, and submitting bids for external regeneration funding.
* Experience delivering consultation exercises with a wide range of audiences including residents, elected members, consultants, third parties and disadvantaged groups.
* Strong working knowledge of planning legislation, including CIL and Section 106 agreements.
* Good understanding of various forms of construction contracts.
