We have created new role of Scrutiny and Improvement Coordinator with our Economic Crime Unit. This role is intended to support the team to deliver against key recommendations and actions identified at a National, regional, and Local level and to help coordinate the Constabularies response to Fraud Investigation.

The post holder will build upon the constabularies Economic Crime Strategy, specifically the response to Fraud Investigations and will support and co-ordinate across internal departments, communities, and partners.

The post holder must have substantial experience of working in a partnership environment and identify and implementing best practice.

Ideally the post holder would have experience with Fraud investigations and police systems and processes.

Key functions of the role:
.
• To develop and embed best practice in relation to Fraud Investigations and represent the Force at a local, regional and national level.
• Deliver against HMICFRS/ City of London Police (CoLP) recommendations and actions and prepare for future inspections.
• Put systems and processes in place to develop the Fraud Capability in Cumbria and deliver against the Fraud Strategy and City of London Police Fraud Investigation.
• Develop business plans to translate the vision into operational reality and work with all staff and external partners to facilitate implementation.
• Maintain a performance framework by working with business areas, managers and partners. Identify best practice and implement within the county to improve awareness of fraud. Completing audit work to support this.
• In consultation with subject matter experts, partners and the Lead Force, establish and develop operational systems to deliver effective responses for victims of fraud, helping to embed best practice across the county.
• Develop and lead change to build upon and integrate the current Fraud Investigation Model.
• Negotiate and influence internally and externally to identify financial streams and resources to assist victims of fraud, specifically vulnerable members of our community.
• Support management in ensuring accountability for Fraud Investigations across the Constabulary and support the provision of investigative advice across BCU’s when Fraud investigations sit outside of the Central Economic Crime Unit.
• Enhance understanding of threat, harm and risk related to Fraud and our assessment of, and performance against this through MoRiLE/APMIS.
• To prepare for and attend/support local and regional meetings on behalf the Constabulary and provide the appropriate updates and plans to mitigate risk around fraud to safeguard those most vulnerable members of our communities.

This post is temporarily funded for 2 years. The funding will be reviewed towards the end of that period to establish whether an extension will be granted.
