Llanedi Community Council invites applications for a dedicated Responsible Finance Officer to provide essential financial support to our Council. This is an office based (Tycroes & Hendy) part-time appointment (8 hours per week).

Key Responsibilities

· Maintain accurate financial records in accordance with legislation and audit standards.

· Prepare and present quarterly and annual financial reports.

· Handle payments, receipts, invoicing, banking, and basic payroll functions.

· Monitor budgets and offer financial guidance to Councillors and Staff.

· Prepare audit documentation and collaborate with Internal and External Auditors.

· Ensure compliance with financial regulations and local government accounting standards.

Essential Qualifications & Experience

· Recognised qualification in accounting or finance or significant relevant financial knowledge and experience of council finance.

· Strong bookkeeping, budget monitoring, and management accounts skills.

· Proficiency with accounting software (Rialtas) and Microsoft Office (particularly Excel).

Desirable Knowledge & Personal Attributes

· Experience in hospitality finance with understanding of Labour Budgets, Margins as well as Profit & Loss reporting.

· Familiarity with local government financial procedures and the Welsh regulatory context.

· Self-motivated with strong organisational, time-management, and analytical skills.

· Meticulous attention to detail, with high levels of accuracy.

· Excellent communication skills and the ability to liaise effectively with Councillors, staff, auditors, and members of the public.

· High integrity, discretion, and commitment to confidentiality.

· Welsh Language is desirable.

Terms of Appointment

· Hours: 8 hours per week (flexible working pattern).

· Salary: NJC SCP 32–36, pro rata dependent on experience

· Pension participation under the Local Government Pension Scheme.

· Starting date and interview details to be confirmed.

Job Types: Part-time, Permanent

Pay: From £22.20 per hour

Expected hours: 8 per week
