Immigration Enforcement is responsible for enforcing the government’s immigration laws, tackling illegal migration, removing foreign national offenders and immigration offenders from the UK. It also aims to disrupt the organised criminal groups that exploit the vulnerable for their personal gain. Learn more on our careers pages. The Immigration Compliance and Enforcement (ICE) team conducts enforcement activity across a large area of the North region of the UK. It incorporates the Reporting and Offender Manager ( ROM) functions. The ROM team focuses on progressing bail cases toward removal and performs the key role of Detentions on Reporting of those that remain illegally in the UK, promoting a compliant environment and encouraging voluntary departure. It also conducts marriage investigations in line with the established statutory procedures. The broader ICE/ROM team conducts a wide scope of enforcement activity, including Arrest Visits, Multi Agency Joint Operations, Street and Crime Reduction operations, Police Call Outs and Detentions on Reporting ( DORs). The jobholder will report to the ICE Lead, will work alongside other His Majesty's Inspectors (HMI’s) and will have line management responsibility for Chief Immigration Officers (CIOs). The role will commence with primary responsibility for ROM delivery across Yorkshire & Humber but as part of a team of 4 HMIs, roles and responsibilities are regularly reviewed. Key Responsibilities Will include but is not limited to: Providing visible and inspirational leadership, creating a positive team spirit, modelling positive behaviours, recognising strong performance, managing under‑performance, and supporting team development and the sharing of best practice. Leading the team through all types of change to support the IE Transformation Programme, introducing new ways of working, supporting teams through cultural change, and ensuring effective delivery, cost control and customer service. Actively participating in enforcement activity and providing senior oversight and authorisation of enforcement, detention and operational decisions, ensuring all activity is lawful, proportionate, and compliant with legislative and policy requirements. You will be part of the regional HMI rota, acting as Gold Commander for the implementation of agreed operational strategies. Driving partnership working with a range of internal and external stakeholders, including managing increased demand arising from the Sentencing Review within the ROM setting. Having an active and prominent role in supporting the Home Office mission to protect the vulnerable. Regular attendance at ICE operational tasking meetings, scrutinising tasking requests, assessing risk, and influencing decisions to ensure alignment with priorities and effective use of enforcement powers. Leading assurance activity, including quality reviews, performance monitoring and reporting, identifying themes, risks and improvement actions to strengthen operational effectiveness and compliance. Working Pattern Due to the business requirements of this role, it is only available on a full-time basis. Shift Working Successful candidates will need to be able to attend for all shifts including early starts, late night finishes, overnight shifts, and bank holidays. These shifts may be outside of public transport operating hours. The ICE and ROM team operates 365 days a year. Training It is a requirement of the post that arrest PPST Level 3 is already held and maintained. Body armour is personal issue as are handcuffs and batons and staff attend annual refreshers to ensure that their skills are up to date and they are competent. Travel You will be based in Leeds or Sheffield with regular travel between Leeds and Sheffield and occasional travel to Hull and Middlesbrough.
