Job description


The Seafarers Programme Manager supports the MCA's Strategic Objectives and Business Plan by developing and implementing training and certification standards aligned with international and national requirements.

It involves stakeholder engagement across the shipping industry, nautical colleges, and training providers. Key responsibilities include managing the modernisation of seafarer training, including digital assessments, supporting the fishing industry, and adapting to future maritime technologies.

It also drives transformation within the Seafarer Examiners and Technical Delivery team, ensuring service standards and efficiency. It offers a dynamic opportunity for a passionate professional to collaborate widely and contribute to the advancement of maritime training.

Your responsibilities will include but are not limited to:

* manage modernisation of projects to improve and advance the UK's seafarer training system to deliver the next generation of seafarers to meet the needs of global industry
* ensure an effective working relationship between MCA technical staff and the Restricted Deck CoC working group
* ensure consistency of training modernisation projects undertaken across the team
* provide link to MCA communications team to ensure effective communication of stakeholder engagement activities and project successes
* draft answers to Parliamentary Questions
* prepare briefing papers for IMO, ILO and EU meetings as directed by the Chief Examiner
* manage the Projects Administrator, ensuring the MCAs "Managing Others" policies are properly implemented

Person specification


Essential qualifications:

* A passport valid for international travel
* One of the following qualifications:

* UK STCW II/1 OOW unlimited Certificate of Competency (CoC)

* UK STCW III/1 EOOW unlimited CoC
* UK STCW III/6 ETO CoC
* a Maritime degree related to onboard operations of vessels

You will be required to provide evidence that you hold any essential qualifications/licenses at some point during the recruitment process. If you cannot provide evidence, your application will be withdrawn.

Required experience:

To be successful in this role you will need to have the following experience:

* Experience in organising multiple work streams.
* Experience in developing stakeholder relationships at varying levels
* Experience in the use of Office 365 software (for example, Word, Excel, SharePoint, etc)

Working hours, office attendance and travel requirements

Full time roles consist of 37 hours per week.

This role is suitable for hybrid working, which is a non-contractual arrangement where a combination of workplace and home-based working can be accommodated subject to business requirements.

The expectation at present is a minimum of 60% of your working time a month will be spent at either your designated workplace (one of the locations cited in the advert) or, when required for business reasons, in another office/work location/visiting stakeholders. Your designated workplace will be your contractual place of work. There may be occasions where you are required to attend above the minimum expectation.

On occasion, there will be a requirement to work outside of normal conditioned hours. You will also be expected the work and travel on official duty within the UK and short-term visits overseas or offshore, which may involve overnight stays away from home.
