Job Summary

This is a secondment post for 4 months ending on 31/03/2026 due to funding. This is a unique opportunity for a skilled, experienced and dynamic health professional to lead on the implementation of a new Primary Care Capabilities Framework for Inclusion Health, Prison and Custody Suites.

You will work at a national level with a wide range of stakeholders under the direction of the Consultant in Public Health Medicine as part of a multi-skilled team. Your work and the expertise you will bring to the team will drive the implementation of the capabilities framework across Wales. You will have substantial experience and knowledge of working in inclusion health in the community and/or in prisons and have clinical credibility in those areas.

You will deliver this bespoke piece of work within a challenging timeframe with a high level of intellectual rigour, utilising robust negotiation and motivation skills, a flexible approach, pragmatism and time management skills. You will collaborate with a broad range of stakeholders and senior leadership, including staff working within Health Boards, prisons, primary care organisations, clinical professional groups and bodies and other key stakeholder organisations.


Main duties of the job

* Formulate and coordinate complex, multi-stranded implementation plans for the national roll-out of the Inclusion Health Capabilities Framework with a high level of intellectual rigour. This includes strategic planning, managing interdependencies across multi-agency programmes, and re-prioritising resources to ensure timely and effective delivery, considering local and organisational needs, national policy and strategy directions.
* Lead the development and implementation of national policy and service improvement initiatives related to inclusion health.
* Interpret national policy and translate it into actionable local strategies, ensuring alignment with NHS Wales objectives and contributing to service transformation.
* Translate strategic guidance into service development plans, contribute subject matter expertise to shape the direction and implementation of inclusion health initiatives.
* Co-design and deliver professional educational programmes, career pathways or specialist frameworks programmes aligned with national priorities.
* Participate in meetings with diverse audiences, working across Public Health Wales and with strategic partners including Health Education and Improvement Wales, Welsh Government, and health boards.
* Work closely with the National Steering Group for the Capabilities Framework to evaluate its implementation, including interpretation of complex data, stakeholder insights, and literature review.
* Apply clinical and theoretical knowledge to identify best practices and contribute to continuous improvement through evidence-based recommendations and applied research.
* Ensure work is based on sound public health principles focused on prevention, early intervention and reducing health inequalities.
* Build in considerations for the accreditation of the framework and disseminate findings to inform national learning and promote evidence-based practice.
* Represent work in various platforms and provide updates to the senior team. The post holder will provide leadership and direction to project support staff and manage information resources used and generated by the programme.

Job Description

Person Specification

Essential

* Qualifications and knowledge: Master’s level in a relevant subject or equivalent; professional registration with NMC or one of the 13 AHP HCPC registered professions in Wales; extensive knowledge of health inclusion groups and settings (including prisons); understanding of Welsh NHS structures and strategies; knowledge of policy on health inequalities.
* Experience: Leading on bespoke, time-bound national work; partnership working with a broad range of stakeholders; leadership and influencing skills; experience with co-design and delivery of professional educational programmes.
* Skills: Influencing, negotiating, problem solving, strategic thinking, excellent communication and the ability to manage resources and timelines.

Desirable

* Postgraduate educational qualifications in health inclusion; membership of inclusion health groups or networks; Welsh language skills.
* Travel between sites as required.

Other

* Disclosure and Barring Service check required; sponsorship considerations apply for UK skilled workers.
