Job Description Programme Manager – Asset Management & Property Services Gloucestershire County Council Asset Management & Property Services (AMPS) About the Role Gloucestershire County Council is seeking an experienced and dynamic Programme Manager to lead the delivery of a major portfolio of complex, high‑value capital projects across our diverse property estate. This is a pivotal role within the Asset Management and Property Services (AMPS) team, responsible for shaping, coordinating, and driving forward a multi‑year programme of new‑build developments, major refurbishments, and strategic asset improvements that support the Council’s long‑term service and estate objectives. Key Responsibilities Programme Leadership: Lead, manage, and continuously develop a programme of major capital projects from inception to completion, ensuring alignment with strategic priorities, service needs, and corporate outcomes. Portfolio Planning & Governance: Establish and manage clear programme governance, reporting frameworks, risk management processes, and performance indicators to maintain control over time, cost, quality, and scope. Stakeholder Engagement: Work closely with service areas, senior leadership, external partners, schools, and communities to ensure projects deliver maximum value and support service transformation. Financial Management: Oversee programme‑level budgets, forecasts, business cases, and funding approvals, ensuring strong financial discipline and compliance with Council standards. Commissioning & Procurement: Lead strategic procurement approaches and commissioning strategies for design, consultancy, and construction services, ensuring best value and adherence to public sector procurement rules. Technical Oversight: Provide programme‑level assurance across design, statutory compliance, sustainability, and construction delivery, working with internal specialists and external technical teams. Risk & Issue Management: Identify and mitigate programme‑wide risks, commercial pressures, and interdependencies, proactively resolving issues that could impact delivery. Leadership & Collaboration: Lead multi-disciplinary teams and external partners; foster a collaborative and solution-focused culture that supports high-quality outcomes. Continuous Improvement: Drive innovation, sustainability, and modern construction approaches across the programme, contributing to the Council’s environmental and social value goals. About You We’re looking for someone who brings: Proven experience managing large-scale, complex capital programmes in construction, property, or infrastructure. Strong leadership and programme management skills, with the ability to manage multiple high-value projects concurrently. Excellent stakeholder management and the ability to influence at all levels, including elected members and senior directors. Robust understanding of construction delivery, regulatory frameworks, procurement, and contract management (e.g., NEC, JCT). Financial acumen with experience managing multi-million-pound budgets. A proactive, strategic mindset with a commitment to innovation, sustainability, and continuous improvement. Professional qualifications such as MAPM, MCIOB, MRICS, PRINCE2, MSP, or equivalent experience (desirable). Knowledge & Skills Essential Strong understanding of construction processes, building regulations, statutory compliance, planning, and health & safety (including CDM). High-level financial and commercial acumen, with the ability to develop business cases and manage complex funding structures. Ability to manage risk, resolve issues, and handle interdependencies across a major capital programme. Excellent communication and stakeholder engagement skills with the ability to influence at senior levels. Ability to analyse complex information, produce clear reports, and present to boards, elected members, and directors. Strong organisational skills with the ability to prioritise and balance competing demands. Desirable Understanding of local government decision-making, governance, and service contexts. Knowledge of sustainability standards, net‑zero design principles, and whole‑life costing.
