Overview
Responsible for the day to day operational management of Services of the Care Group within the Division of Women’s, Children’s and Clinical Support Services. They will assist the Divisional Directors, Clinical Lead, Matron and Divisional Director of Nursing in ensuring that the Division delivers its financial, activity, patient experience and clinical and quality targets are achieved.

Walsall Healthcare NHS Trust is an integrated Trust and the only provider of NHS acute care in Walsall, serving a population of 284,300, providing inpatient and outpatient services at the Manor Hospital as well as a wide range of services in the community. Walsall Manor houses the full range of district general hospital services under one roof.
The Trust has developed facilities including a state-of-the-art Critical Care Unit, Neonatal Unit, Obstetric Theatre, and Integrated Assessment Unit. A newly opened Urgent Emergency Care Centre (March 2023) has expanded emergency care facilities and capacity.
Responsibilities
* Provide direct line management to identified Care Group personnel.
* Work with the Divisional Directors and other Care Group Managers to develop a workforce plan consistent with the Trust’s overall plan; ensure staff are managed in accordance with Trust HR policies and procedures (recruitment and selection, performance management, appraisal and personal development).
* Develop mechanisms to communicate Trust objectives, plans and progress from the Division to Care Group and Service Level.
* Maintain a culture that engages staff in decisions on how services are provided and how quality and access targets are delivered.
* Undertake appraisals effectively and in a timely manner, ensuring personal development plans and identified training needs are addressed.
* Engage with patients and carers to ensure services are high quality and patient-centred.
* Be accountable with the Divisional Directors and the Clinical Director for the Division’s performance against plan and for delivering Trust objectives and core deliverables.
* Implement/maintain a performance management system aligned to the Trust’s framework; ensure staff are aware of their role in delivering objectives.
* Collaborate to introduce data collection and analysis for continuous performance measurement across the care group; highlight over/under performance and take corrective action.
* Handle complaints from patients and other users of services; instigate and use audits to monitor and improve service.
* Ensure rotas and on-call arrangements are in place to manage care group services 24/7.
* Work with the Divisional Director of Nursing to uphold governance arrangements and maintain a focus on quality.
* Implement robust governance and assurance systems covering emergency preparedness, safety, effectiveness, patient experience, diversity, infection prevention and control, health and safety, safeguarding and other areas as determined by the Trust; monitor compliance with regulations and governance.
* Comply with financial processes and deadlines; deliver financial KPIs and forecast outturn; present financial information to Teams/Managers/Clinicians as appropriate; agree personal financial performance objectives for direct reports.
* Deliver information to maintain service line reporting and Patient Level Costing; ensure staff involved in financial management receive appropriate training; prepare monthly reforecasts and annual financial plan for approval.
* Develop and maintain project plans to deliver productivity and efficiency targets; prepare robust business cases for approval; procure goods and services following agreed processes to maximise value.
* Attend annual training on the Financial Compliance Framework; maintain weekly and monthly HR vacancy reports; manage sickness absence and ensure annual statutory and mandatory training compliance.
* Ensure appraisals and personal development plans are completed annually; develop robust workforce plans with HR and Finance leads and establish succession plans for key roles.
* Encourage staff to participate in the NHS staff survey and develop action plans with HR from outcomes.
* Provide clear, effective leadership that engages the team and aligns with the division’s vision; foster collaboration and cross-boundary roles.
* Support governance and risk management; promote clinical governance and risk reporting; encourage innovation in clinical and non-clinical practice and patient perception of services.
* Collaborate with other Care Group Managers to maximize benefits to the Trust and patients; contribute to corporate management and development of the Trust’s service and investment plans.
* Participate in relevant meetings to support collective management of services; represent the Trust on networks, working parties and committees as required; build productive relationships with CCGs and other agencies to address gaps or inequalities in services.
* Participate in the general manager on-call rota; coordinate the Division’s emergency planning and business continuity; engage in Trust-wide emergency planning processes; respond to national policy and lead delivery.
