Role: Project Officer Local Land Charges - Public Sector
Location: Sheffield (Hybrid Working Available)
Rate: £16.00 - £17.18 per hour
Contract: 12 Month Fixed Term Contract
Working Pattern: Full Time - 35 hours per week
Office Requirement: Approximately 1 day per week in Sheffield (typically Wednesdays)
The Opportunity
CRA Consulting is delighted to be working in partnership with Sheffield City Council to recruit an experienced Local Land Charges Project Officer on a 12-month fixed term contract. This is an exciting opportunity to play a key role in a major digital transformation project, supporting the migration of Sheffield City Council's Local Land Charges (LLC) data onto HM Land Registry's national digital register. The successful candidate will take ownership of coordinating and supporting the migration process, ensuring data quality, compliance and delivery against project deadlines. Due to the technical and regulatory nature of the work, it is essential that applicants have previous experience working within a Local Authority environment, ideally within a Local Land Charges, Planning or Property-related team. The role would particularly suit someone who understands Local Authority processes, governance and systems, and who has prior exposure to Local Land Charges work, land registry migration projects or council-based property administration. This is a highly collaborative position requiring strong organisational skills, stakeholder management and attention to detail, working closely with teams across Planning, Conservation and Land Charges.
What you'll be doing
* Coordinating and supporting the migration of Local Land Charges data onto HM Land Registry's digital register
* Managing project timelines and monitoring progress against key milestones
* Liaising with internal stakeholders including Land Charges, Planning and Conservation teams to ensure information is obtained and verified efficiently
* Carrying out data validation, checking and inputting information to ensure compliance with HM Land Registry standards
* Supporting the implementation and effective use of land charges administration systems and migration tools
* Producing regular progress updates and reports for monthly project board meetings
* Identifying risks, issues and areas for process improvement throughout the migration project
* Assisting with quality assurance processes to ensure all migrated data meets required standards
* Working with systems such as TLC (Total Land Charges database), Uniform or similar planning and land charges databases
* Helping identify efficiencies in team processes and system usage
What they're looking for
* Previous experience working within a Local Authority environment is essential
* Prior experience within a Local Land Charges, Planning, Property or related Local Government team would be highly advantageous
* Experience supporting or coordinating HM Land Registry migration projects or similar data migration exercises
* Strong understanding of Local Land Charges legislation, processes and compliance requirements
* Familiarity with TLC (Total Land Charges database), Land Registry Workbook and Uniform systems or similar platforms
* Excellent organisational and project coordination skills
* Strong data processing and quality checking experienceAbility to work within a fast-paced environment delivering against tight deadlines
* Strong communication skills with the ability to liaise confidently with multiple internal stakeholders
* Experience preparing project updates, reports and monitoring project progress
* High levels of accuracy and attention to detail
* Comfortable working independently and managing workloads effectively in a hybrid working environment
