Are you an experienced Contract and Relationship Officer with strong project and relationship management, including delivery experience, looking for an opportunity to further develop your skills?
We are looking for an experienced Officer to join the Programme Management Function within the Economy Directorate at the York and North Yorkshire Combined Authority.
The Organisation
The York and North Yorkshire Combined Authority was established as a new organisation in early 2024. It is a public sector employer with access to powers and funding to unlock transport and housing improvements, boost skills provision and help the economy transition to net zero for York and North Yorkshire. The Mayor also holds responsibilities in relation to Policing, Fire and Crime.
Making the most of the combined strengths of the city region and rural powerhouse, the Combined Authority is a long-term commitment to shaping a brighter future for generations to come. By working for us you will play a part in making positive changes, unlocking investment, supporting business and communities to thrive and creating new and better opportunities for people that live and work here.
The pace at which YNYCA is developing is significant; we continue to successfully develop and grow our position within the region, securing and managing a wide range of government and local agendas. This growth requires us to have the right people, in the right posts, at the right time. To this end, we are seeking to appoint an exceptional Contract and Relationship Officer to join our programme Management Function and ensure we have a strong and flexible team to support the implementation of our work. The opportunity to extend the team follows successful planning of our Mayoral Investment Funds and a broadening of the scope of our work.
The Opportunity
As a Contact and Relationship Officer you will support the practical implementation of programmes and activities, as developed through the Combined Authority's investment funds.
Importantly you will:
* Be the face of the Combined Authority when supporting providers; this will include working with City of York and North Yorkshire Councils as core partners, as well as a wide range of delivery partners pivotal to our strategic and operational success.
* Be a critical support within the Programme Management Function and across Technical Teams within the Economy Directorate, working with a range of internal colleagues.
* Support Programme leads (within technical teams), to ensure compliance with all process, governance, assurance and audit requirements. This will include commissioning and procurement, delivering on time and in budget, and monitoring and managing performance to ensure contracted outputs are achieved.
* Have the project management confidence to work across multiple projects and programmes, becoming familiar with the content of some of our core agendas over time such as housing, transport, skills, business and community development opportunities
Complete implementation support throughout the lifecycle of the programmes and projects, compiling regular progress reports, co-ordinating claim information and identifying and working to minimise risks/issues.
What you will bring
* Excellent communication skills, with a good political awareness
* Proven skills working with partners and partnerships to achieve common goals
* Good programme management skills across a range of business support activities, with a knowledge of delivering externally funded programmes, ideally in a local authority setting.
* A flexible approach with the ability to respond effectively to changing circumstances and work on your own initiative.
* The ability to build trusted relationships with internal and external colleagues, partners and stakeholders.
* Confidence in managing and prioritising the demands of a complex and varied workload, taking responsibility for a range of functions.
* Excellent IT skills with knowledge of Microsoft packages such as Excel, Word, Outlook and PowerPoint, with the ability to produce clear and concise reports.
You will be joining a new and developing organisation at an exciting time. The benefits of working for us include:
* Generous leave entitlement, starting at 28 days plus 8 bank holidays (pro-rota for part time staff)
* Flexible working practices including working from other locations and from home
* Local government pension scheme
Commitment to staff development and continuous learning
