Client context: Hallam’s Hydrogen client is developing the first large low carbon hydrogen plants in the UK as part of HyNet and central to the UK Governments decarbonisation ambitions. The site is located at the Stanlow Manufacturing Complex.
Purpose of the Role
The Process Safety Team develops and maintains policies, strategies and technical process safety expertise to ensure compliance with regulatory and industry standards. This role supports the client Organisation in the development and approval of the COMAH submission for the new Hydrogen Production Plants, and contributes to Health, Safety and Environmental (HSE) performance across EOUK.
Key Responsibilities
* Provide lead technical safety support and advice to operations teams and the client.
* Contribute to the design, development and implementation of process safety programmes/initiatives.
* Ensure compliance with COMAH legislation and regulatory requirements, delivering risk management to ALARP.
* Collaborate with the wider HSSEQ team, operations, assurance, and maintenance to assess safety and environmental concerns and ensure regulatory compliance.
* Lead on technical safety activities to support COMAH submissions and risk reduction.
Key Performance Indicators
* Delivery of the COMAH submission to the competent authority by agreed deadlines.
* Compliance with regulatory requirements and industry standards.
* Development of processes and capability for integrated management system alignment (EOUK/EOETH).
* Support HSE policy development, procedures and improvement plans.
* Influence internal stakeholders on HSE performance and risk reduction.
* Maintain relationships with regulators and industry associations for COMAH aspects.
Internal & External Interfaces
* Internal: HSSEQ Team, Operations & Maintenance, Projects & Engineering Assurance, other EOUK departments.
* External: Competent Authority, FIUK, Hydrogen UK, third‑party specialists.
Regulatory Obligations
* Incorporate COMAH requirements into EOUK/EOETH management systems; ensure site owners understand responsibilities.
* Ensure effectiveness of EETH’s management system with standards and procedures; act as SME for safety topics (HAZOP, LOPA, QRA, ERA, etc.).
* Focal point for learning from incidents; drive safety standards to prevent harm to people, assets and environment.
* Engage with regulators and external organisations; oversee delivery of safety study packages with third‑party contractors as needed.
Engagement & Continuous Improvement
* Facilitate key process safety programmes and assessments.
* Maintain and improve effectiveness of safety processes; participate in external process safety groups as appropriate.
* Engage in PSFO/Safe Visit programs and Goal Zero safety initiatives.
Systems & Documentation
* Monitor and report process safety incidents and KPIs; identify trends and escalate as needed.
* Support assurance programs to audit systems and processes; fulfill process safety specialist role within the management system.
* Ensure modifications meet ALARP principles and are properly assessed.
Line Management
* Line responsibility for process safety activities; champion business objectives and values.
* Set direction for the team; support coaching, mentoring, and competency management; foster continuous development and a safety culture.
Qualifications
* Chemical Engineer or similar background
* Chartered Engineer Status
* Postgraduate process safety qualifications (desirable)
Experience
* Prior experience at or supporting an Upper Tier COMAH Site
* Experience in development or submission of an Upper Tier COMAH submission to the Competent Authority
* Solid understanding of COMAH regulations and related safety obligations
* Practical experience with process safety methods and calculations; experience with safety and environmental challenges in manufacturing
* Experience with an integrated management system is preferred
