This is a pivotal leadership role at the heart of Birmingham City Council's transformation into a modern, high-performing organisation. As Assistant Director for Revenues, Benefits and Rents, you will lead critical income and welfare services that directly impact residents, communities and the Council's financial sustainability. You will play a key role within the Extended Leadership Team and the Finance Directorate, delivering our ambitious improvement and recovery plan. This is a critical leadership position where you will drive service transformation, improve customer outcomes and ensure the effective use of financial and human resources.


What You'll Be Doing

* Lead and transform Revenues, Benefits and Rents services, including council tax, business rates, housing rental income, Temporary Accommodation debt, and housing benefit/council tax support provision.
* Drive income collection, financial performance and subsidy optimisation across all service areas.
* Translate strategic priorities into clear operational plans, monitoring delivery and managing risks.
* Develop innovative, customer-focused service delivery models that improve outcomes and efficiency.
* Build strong partnerships with internal teams, government bodies and external stakeholders.
* Lead organisational change programmes that deliver sustainable improvements and cost savings.
* Act as a senior ambassador for the Council, representing services at local, regional and national level.

You will be a strategic and inspirational leader with a strong track record of delivering transformation, financial performance and high-quality public services.

Significant senior leadership experience in a complex organisation, ideally within local government or a comparable environment.


Qualifications and Experience

* Strong expertise in revenues, benefits, income collection or related financial services.
* Proven experience delivering large-scale transformation and service improvement programmes.
* Strong financial management capability, including budget control, income generation and resource optimisation.
* The ability to build and influence relationships with senior stakeholders, elected members and external partners.
* A strong understanding of public sector governance, regulation and policy frameworks.
* Commercial awareness and a focus on innovation, efficiency and continuous improvement.
