Road safety outside schools engineer

Knaphill
Surrey County Council
Engineer
Posted: 4 October
Offer description

You will be part of the Safety Engineering Team, working closely with the Safer Travel Team to ensure infrastructure improvements align with school travel plans and road safety education. Both teams sit within the Road Safety and Sustainable School Travel Team, whose mission is to reduce road casualties and promote active travel to school.

Our work includes:

* Highway safety engineering and infrastructure improvements
* Collaboration with Surrey Police on traffic law enforcement (including safety cameras)
* Education, training, and promotional campaigns to improve pedestrian and cycling skills and encourage alternatives to car travel

About the Role: One of the most frequently raised road safety concerns in Surrey is the safety of children outside schools. To address this, Surrey County Council has developed a Road Safety Outside Schools (RSOS) process to investigate and respond to these concerns.

Our road safety and highways teams visit schools across the county to assess sites and produce detailed reports with recommendations for both engineering and educational interventions. Surrey County Council has recently allocated a 2.5 million budget over the next five years to promote and install Road Safety Outside Schools schemes.

We are seeking a passionate and self-motivated individual to help deliver a programme of highway improvements near schools across Surrey. These improvements aim to enhance road safety, promote sustainable travel, and reduce reliance on private car use.

As a Road Safety Outside Schools Engineer, you will assist the Senior Engineer in identifying, developing, and managing the implementation of highway schemes recommended in RSOS reports. These may include improved crossing facilities, traffic calming, cycle facilities, point closures, School Streets, and other initiatives.

The role may involve presenting formal reports to Members for approval, so excellent communication skills are essential. As this is a public-facing role, you will be responsible for responding to a wide range of questions and concerns from residents and elected Members. Engagement and consultation with stakeholders will be a key part of your work.

You may also be required to support other tasks within the road safety engineering team, including:

* Promotion and installation of Speed Management 20mph Schemes
* Collision hotspot analysis and investigation
* Management of vehicle activated signs and school flashing wigwag assets
* Close collaboration with Surrey Police and other Highways and Transport colleagues

Shortlisting Criteria

We are looking for candidates with experience in traffic or road safety engineering and/or public engagement. To be shortlisted for an interview, your application must clearly demonstrate:

* Experience in identifying, developing, and implementing highway improvement schemes
* Strong understanding of relevant principles, practices, and procedures relating to traffic management and road safety
* Ability to visit sites regularly within the whole of Surrey to attend meetings, which will include evening meetings
* Experience of working within the road safety, highway design field or significant engagement with the public for scheme delivery
* Able to communicate effectively with a range of internal and external teams/bodies and work to tight deadlines
* A full UK driving licence and use of a vehicle will be essential in order to be able to attend site visits throughout the county of Surrey, which may include evenings

Application Questions

To apply, alongside your CV, you will be asked to answer the following questions:

* What are your motivations for applying for this role?
* What do you think are the main barriers that prevent children and families from choosing active travel modes - such as walking, cycling, or scooting - to get to school, and how might these be addressed?
* Can you describe a time when you worked collaboratively with other teams, stakeholders, or partners to achieve a shared goal? What approaches did you use to ensure successful outcomes?

This role has a starting salary of 41,585 per annum, based on a 36-hour working week. This is a Full-time permanent position.

* 26 days' holiday, rising to 28 days after 2 years' service and 31 days after 5 years' service
