Programme officer - neet

Gloucester
Gloucestershire County Council
Posted: 26 May
Offer description

The Youth Support NEET team supports young people to access education, employment and training. By liaising with schools, colleges and other providers to gather information on basic details, education, employment and training opportunities and destinations, you will build supportive and empowering relationships with young people, helping them overcome barriers, find suitable opportunities and apply for training and roles. You will provide information and advice on learning, employment and personal development opportunities via telephone, internet or face‑to‑face.

Key requirements

* A full driving licence and willingness to drive across Gloucestershire.
* Clearance from the DBS (Enhanced Adults and Children’s).
* Flexibility to work outside normal office hours when required.
* A professional qualification (minimum level 3 NVQ or equivalent) in social care, education, youth work, advice & guidance, criminal justice or health.

It is a legal requirement under the Immigration Act 2016 that anyone appointed to a customer‑facing role must be able to demonstrate the ability to fulfil all spoken aspects of the role with confidence in fluent English. Hybrid working arrangements are available for the majority of our roles, providing a mix of remote and office working options.

The council is not currently able to offer sponsorship. Candidates must have the right to work that allows them to commit to at least six months of employment. Right to work is not transferable from a sponsored role held with another employer.

Under the terms of our Safer Recruitment Policy, if you are invited to interview we will obtain safeguarding references prior to your interview. Please provide details of at least two referees, one of whom must be your current or last employer and the other from a previous employer(s). References must cover the last three years of employment/education. If you have left full‑time education or have not worked since, the Head of School, College or University should be a named referee. We do not accept references from friends or family members or workplace colleagues who are not more senior.

We are currently recruiting for two Programme Officers to join our dedicated Youth Support Team on a permanent basis.

Rewards and support

* Salary between £30,024 and £32,597 per annum, subject to experience.
* Flexible and agile working opportunities.
* 25.5 days annual leave, rising to 30.5 days after five years of continuous service.
* Option to purchase 10 days of additional leave per year.
* Family‑friendly policies and benefits.
* Supportive and positive working environment with regular, robust supervision.
* Local Government Pension Scheme (LGPS).
* Employee Assistance Programme (EAP) that provides free, confidential counselling and advice 24/7 online and by telephone.
* An in‑house Occupational Health service.
* Employee discount scheme.
* Links to employee networks such as Prism (LGBT+) and the Young Employees Network.
* Career development and qualification opportunities.
* Access to our Social Work Academy.
* Cycle to Work scheme (eligibility criteria and t&cs apply).
* Green Car Salary Sacrifice Scheme (eligibility criteria and t&cs apply).

In our recent inspection in June 2025, our Children's Services were judged as ‘Good’ with ‘Outstanding’ elements. Our leadership has set a clear vision for delivering success for children, modelling values and creating a culture where the workforce, children and families feel valued and heard.
