Licensing Training Officer
Murrayburn Depot
Salary: £40,501 - £47,639
Hours: 36 per week
To lead the development of a Training facility primarily responsible for the logistical planning and delivery of training initially for approximately 6000 customers. To develop, organise, plan and deliver training courses on behalf of the Licensing Service with a view to expanding the operation and generating income.
Assist in researching best practice, processes, methodologies and demonstrate effective management of change within a complex internal and external environment. Identify opportunities for continual improvement.
Contribute to the identification, delivery or organisation of future training opportunities for all regulatory and licensing customers of the council. Ensure occupational, mandatory and regulatory training is provided to ensure the council fulfils its service obligations and complies with legislation.
Experience
Essential –
* Experience in interacting at a high level and developing relationship with key stakeholders on city wide and neighbourhood basis, and deliver outcomes through effective partnership working.
Desirable –
* Significant enforcement experience in a licensing field.
Knowledge, skills and understanding
Essential –
* Investigate, assess and administer legislation, which necessitates a high level legal understanding and interpretation
* Gain and retain accreditation status for training and create course content
* Must be customer focussed with excellent interpersonal skills
* Competent in Licensing legislation, leading change and improving services
* Ability to work independently and as part of a team, taking responsibility for multiple tasks and competing deadlines
* Ability to keep abreast of new and amended legislation and translate into operational procedures
* Excellent organisational and communication skills with the ability to produce high quality accurate work under pressure
* Ability to deliver results within tight deadlines in a highly pressurised environment
* Ability to positively influence and manage customer expectations/journey and manage their expectations
* Adept at presenting complex information to a wide ranging audience
* Requirement to represent the service in court

* There is an expectation the postholder will have the ability to identify, expand and implement new income streams
Desirable –
* Ability to develop the knowledge, skills, aptitudes and ways of working that will see the Licensing Service achieve its vision and objectives
Qualifications and training
Essential –
* Hold a recognised qualification in teaching or training equivalent to Level 3 Award in Education and Training in order to deliver BIIAB and City & Guilds training
* Be willing to work towards a Licensing Paralegal qualification
