About the role
The Emergency Services Network (ESN) is a strategic priority for BT, aiming to be one of the most advanced Emergency Services Networks globally. BT is the official supplier providing mission-critical communications for Britain’s Emergency Services. ESN will replace the Airwave network, building on EE’s 4G network to deliver vital voice, data, and critical communication services to 300,000 frontline emergency service members.
Providing consistent data on Radio Access Network (RAN) capability is crucial for our customers (BT, PlusNet, EE, and Emergency Service Network). You will oversee the delivery and strategy of this Portal and the coverage prediction tools that feed into it, directly impacting coverage assurance, service availability, RAN tool enhancements, and high-level OSS solution designs focused on customer experience.
The successful candidate must be cleared to BPSS (or equivalent) at a minimum, with potential requirement for National Security Vetting (e.g., CTC, SC, or NPPV).
Key responsibilities
1. Serve as RAN OSS design authority, focusing on visualization tools for radio coverage, capacity, resilience, and infrastructure deployment.
2. Define approaches for complex, high-impact OSS solutions, applying them across dedicated network environments.
3. Scope and design RAN tools, estimating resources and timelines for deliverables, considering cost and duration.
4. Engage with technical and non-technical stakeholders to gather requirements and propose solutions for RAN data prediction, planning, and visualization. Support issue resolution and improve network design efficiency and scalability.
5. Advise and lead a matrix team of technical experts to deliver network design solutions and provide technical guidance.

Preferred qualifications
* Extensive experience with radio coverage and infrastructure data
* Understanding of Mobile Radio Network & OSS architectures, design, and operational processes
* Proficiency with radio frequency planning tools (e.g., Forsk Atoll, ICS Telecom) and GIS platforms (Mapinfo, QGIS, ArcGIS)
* Background in business strategy, organizational performance, finance, KPIs, and data reporting
* Experience with AWS, Azure, or cloud hosting technologies is desirable
