JOB SUMMARY

The postholder will, on behalf of the Equip Programme, provide expert advice, guidance and direction with regards to the statutory requirements of the NI Act 1998 Section 75, the Disability Duties (Disability Discrimination (Northern Ireland) Order 2006), and the Human Rights Act 1998.

The postholder will work to develop the equip Programme's equality offering to align with good practice organisations with regards to Equality, Diversity and Human Rights whilst ensuring that HSC stakeholders can also meet their business needs.

Key duties / responsibilities

1. Provide expert support and advice to stakeholders on work to comply with statutory duties under Section 75 of the Northern Ireland Act, the Disability Discrimination Order, and the Human Rights Act including onindividual equality screening and Equality Impact Assessment (EQIA) exercises.developing, implementing and reviewing Equality and Disability Action Plansconducting Equality audits/reviews, including project planning and monitoring
2. Lead of the preparation of reports for stakeholder, including facilitation of stakeholder focus groups, design of bespoke tools, and drafting to final stage, for senior team and Programme Board approval
3. In collaboration with BSO and DHCNI, fulfil statutory requirement to publish equality screening
4. Support Equip Stakeholder organisations to shape and implement a culture of compliance and good equality and human rights practice relating to the new Software as a Service System.
5. Manage, design and deliver a programme of general and specialist training for the Programme.
6. Lead in the consultation process for equality proofing of new policy development, coordinating the production and publication of screening reports, overseeing the maintenance of the consultation list and participating in specific exercises involving external groups or bodies as required in consultation with the client.
7. Manage discrete projects including across organisations as required, development of elearning resources for use across all HSC organisations.
8. Support BSO in investigating any complaints relating to their actions under its Equality Scheme, and in producing such reports as and when required.
9. Advise Programme stakeholders on the impact of Human Rights legislation and Human Rights based approaches to the delivery of functions.
10. Represent interests of clients in discussion with the Equality Commission and the Department of Health
11. Work with the BSO Assistant Director responsible for Equality, Diversity and Human Rights to ensure the effective and efficient management of the Programme's equality workstream.

ESSENTIAL CRITERIA

1a) university degree AND at least 3 years' experience to include the following

· collecting, analysing and interpreting data (quantitative and qualitative) from a range of sources

· providing expert advice on policy- and decision-making and review

· paper and report writing

· undertaking training needs analysis, designing, delivering, and evaluating training.

OR

Have worked for at least 5 years in an office environment with experience as listed above.

12. Demonstrate a track record of action planning that involves a range of stakeholders and the use of effective facilitation skills.
13. Demonstrate a track record of employing a range of influencing strategies at strategic and operational level to effect organisational change.
14. Demonstrate a track record of developing and maintaining effective working relationships with team members and internal and external partners.
15. Demonstrate a track record of communicating complex information effectively to varying sizes of audience.
