Hours of work: Monday to Friday, with flexible working hours in line with NICS policy
Key Responsibilities:
The Air and Environmental Quality Unit (AEQ) is part of the Natural Environment Policy Division (NEPD) within the Environment, Marine and Fisheries Group of DAERA. AEQ is responsible for policy and legislation related to ambient air quality, public health alerts, environmental noise, and aspects of statutory nuisance. It oversees air quality monitoring conducted by district councils and Defra, funded in part by the Carrier Bag Levy. The team also develops strategies, technical guidance, and legislation, including Northern Ireland’s first Clean Air Strategy.
Main Duties and Responsibilities
Local Air Quality Management Grant (LAQM)
Disseminate information to district councils
Review and process grant applications and progress reports
Draft and issue letters of offer
Communicate with grant holders and follow up on reports
Monitor financial progress and evaluate projects
Maintain and update tracking spreadsheet
Identify and report over/underspend
Audit final claims and ensure compliance with Carrier Bag Levy requirements
Provide administrative support including electronic file management
AEQ Financial Management/contract management
Submit Purchase Order Request Forms (PORF’s) and Goods Received Notes (GRN’s)
Manage AEQ payments via AccountNI
Track and review AEQ expenditure
Liaise with EMFG Finance to resolve issues
Compile financial data for accruals, budgeting, and returns
Monitor budget performance and support reallocation or bids
Administrative Returns and Ad-hoc Duties
Coordinate and complete various returns (e.g., risk register, impact assessments, FOI/EIR)
Support team operations including meeting minutes, events, records management, and inbox oversight
Respond to communications including TOFs, FOIs, AQWs, INVs, and public or management queries
Essential Criteria applicants must have:
Proof of 5 GCSEs including English and Maths grade C or above or the equivalent to this and 3 A-levels
Excellent IT skills, including use of Microsoft Word and Excel.
Excellent communication skills.
Proven ability to use own initiative.
Strong understanding of grants systems. Knowledge of the workings of the Northern Ireland Executive and Assembly.
