An exciting opportunity has arisen for an experienced and motivated NHS leader to join our forward thinking and ambitious Primary Care Network in the key role of Business Manager.
The PCN Business Manager is an integral part of the PCN's leadership team, working alongside the clinical directors, the PCN Board members and Member Practices to support the PCN in delivering its ambitions. The role holder will provide strategic and operational leadership, supporting the Clinical Directors in the delivery of PCN strategy, financial governance, and operational performance.

Main duties of the job
* Operate with a high level of autonomy, exercising professional judgement to prioritise and manage a complex and competing workload through effective planning and organisation.

* Have managerial responsibility for the Additional Roles Reimbursement Scheme (ARRS) staff and other staff engaged within the PCN, working with corporate services, in particular HR and finance, to ensure that Conexus policies and procedures relating to recruitment and selection, pay and reward, health, safety and welfare and performance review and management are followed.
* Demonstrate a strong commitment to continuous professional development, maintaining their own expertise while also taking responsibility for the training, development, and capability- building of others across the organisation and partnership landscape.
About us
West Wakefield Primary Care Network comprises five GP practices: Chapelthorpe Medical Centre, Lupset Health Centre, Middlestown Medical Centre, Orchard Croft Medical Centre and Ossett Surgery. Collectively, the practices and PCN serve a registered population of approximately 70,000 patients.
The PCN is a central component of the developing West Wakefield Neighbourhood, working in collaboration with a wide range of health and social care stakeholders. These include the Acute Trust, Community and Mental Health providers, the Local Authority, and Voluntary, Community, Faith and Social Enterprise (VCFSE) organisations.
The PCN prioritises innovation and partnership-working and is passionate about delivering high quality services and reducing health inequalities for the community of West Wakefield.
Job responsibilities
Strategic Leadership & General Duties
The post holder will have an excellent and in-depth understanding of the NHS, including its history, current landscape, and future direction. Knowledge of the local Wakefield health and social care system, including key organisations and partnerships, would be highly desirable.
Builds strong, collaborative relationships with PCN member practices to proactively support, coordinate, and facilitate effective delivery of PCN objectives and ways of working.
Act as the lead officer for the Network Contract DES, providing oversight, ensuring compliance with NHS requirements and maximising delivery against contractual objectives.
Serve as Strategic Lead for the PCN for development and delivery of the West Wakefield Neighbourhood, providing clear system leadership across health, social care and VCFSE partners to facilitate integrated Neighbourhood working.
Work closely with PCN Clinical Directors to lead the development, implementation and review of the West Wakefield Neighbourhood strategy, aligned to National Directives, PCN priorities, and Place-based system transformation plans.
Act as the lead officer for the review and update of PCN agreements as and when required including reflecting changes to member practices and the DES specification(s) as these are issued by NHS England.
Ensure robust governance, quality assurance and performance monitoring mechanisms are in place for PCN services, neighbourhood programmes and any subcontracted roles.
Ensure that patient safety is at the forefront of all service developments and delivery.
Actively engage with individuals with lived experience, ensuring their insights inform the strategic design, development, and continuous improvement of services.
Maintain the highest standards of confidentiality, information governance and professional integrity at all times.
Act as a principal point of contact for internal and external stakeholders, building and sustaining strong, effective relationships that support neighbourhood delivery and improved population health outcomes.
Represent the PCN at relevant partnership, system and programme meetings, providing leadership, influence and assurance and ensuring that the voice of member practices is heard.
Provide visible and effective senior leadership, fostering a culture of innovation, continuous improvement and shared accountability across PCN practices and neighbourhood teams.
Proactively identify strategic, operational and delivery risks across the PCN and neighbourhood footprint, leading mitigation actions and escalating risks appropriately.
Lead the development of business cases, project proposals and delivery plans to support neighbourhood transformation, service development and realisation of funding opportunities.
Demonstrates advanced analytical thinking and applies sound, evidence based decision making in complex and changing environments.
Be responsible for Data Quality and monitoring of Business Intelligence data, informing PCN strategy.
Demonstrates excellent IT capability, with the ability to effectively use and adapt to a wide range of digital systems, including Microsoft Office, SystmOne, and other locally used systems.
Workforce Management
Provide leadership on PCN workforce strategy, including workforce planning, recruitment, deployment, development, mentoring and appraisal, ensuring the workforce is aligned to delivery of the Network DES and Neighbourhood models of care.
Oversee HR matters across the PCN workforce, working in partnership with host organisations and external providers to ensure compliance with employment legislation, CQC requirements and best practice.
Communicate effectively within the team to ensure others can carry out their work efficiently and in compliance with professional standards and legislation.
Be responsible for Policies & Protocols working with the member practices and subcontracted services ensuring these are communicated, implemented, and regularly audited for compliance.
Support and enable effective multi-disciplinary working across organisations, breaking down organisational boundaries and promoting collaborative neighbourhood delivery.
Hold line management responsibility for designated staff, ensuring high standards of performance, wellbeing, development and engagement.
Provide support and guidance to PCN staff in adhering to Conexus and West Wakefield policies and protocols.
Oversee clinical audit schedules and reporting requirements necessitated in policies, procedures and CQC requirements of the PCN practices.
Promote a culture that supports Speaking up, ensuring that all PCN staff know how they can speak up if they wish.
Provide strategic oversight of PCN finances, ensuring services are delivered within agreed budgets and all entitled income is maximised and secured.
Lead on financial planning associated with the Network Contract DES, IIF, ARRS and other relevant funding streams, translating performance requirements into delivery and financial plans.
Monitor and report on contractual performance and achievement, working with clinical and operational leads to drive improvement and optimise outcomes.
Oversee and manage contracts, service level agreements and subcontracting arrangements, ensuring value for money, quality, and delivery against agreed outcomes.
Prepare annual budgets, financial forecasts and routine financial reports, providing clear assurance to the PCN Board and other organisations, as required, such as the ICB.
Ensure effective use of resources across the PCN and West Wakefield Neighbourhood to support sustainability, transformation and improved population health outcomes.
Ensure that invoices are approved accurately and in a timely fashion.
Working Arrangements
The post holder will have a base at Middlestown Medical Centre and but will be required to work flexibly and the ability to work remotely from home for a limited number of days may also be available.
As the role requires the post holder to commute across the Wakefield District applicants should hold a full driving licence, which is valid in the UK, and hold the relevant car insurance to cover travel for business purposes.
Hours of work are flexible between 8am and 6pm Monday to Friday.
