This is a unique opportunity to play a central role in the Scottish Government's resilience and emergency response, ensuring SGORR is ready to respond 24/7 to any major event. The SGORR Secretariat in the Civil Contingencies Division is recruiting an exceptional Response Staff and Operations Manager to provide day-to-day and strategic leadership on SGORR’s operations. This includes facilities (virtual and physical), as well as the recruitment, training, exercising and retention of SGORR’s voluntary personnel (the SGORR Support Team). As such, the Response Staff and Operations Manager is there to help ensure that SGORR’s capabilities are fit for purpose 24/7/365, working alongside and in close partnership with a Strategic Development Manager in the team who focuses on continuous improvement, response policies and protocols and stakeholder engagement. Responsibilities Your main focus will fall within two main areas of responsibility: SGORR facilities (virtual and physical). SGORR relies on a range of capabilities, including IT systems, communications systems, physical facilities and virtual environments. You will oversee work to ensure that these facilities are fit for purpose now – and that they continue to be so. Alongside the day-to-day running of (and assurance around) SGORR’s capabilities, including the financial/administrative side (planning, forecasting, procuring, etc.), you will lead the strategic planning of SGORR’s facilities. Recruiting, training and exercising volunteers from across SG to staff SGORR (the SGORR Support Team). The SGORR model is predicated on being able to draw in additional resource from across the Scottish Government during SGORR activations. To make sure these volunteers are able to effectively play their part in supporting SGORR, we provide extensive training, exercising and other forms of learning to them. You will lead on this in addition to recruiting volunteers in the first place (campaigns) and extensive day-to-day work to retain volunteers on our roster and ensure they remain fit to be deployed to SGORR. In addition, when SGORR is stood up, you will perform SGORR roles up to and including the Team Leader role, often with direct exposure to Ministers, senior officials and external partners at executive level. Over time, you will be invited to join the pool of Duty Officers who are SGORR’s first port of call for major disruptive events, providing cover around the clock. In sum, your responsibilities will include but will not be limited to: Lead work to ensure SGORR facilities (virtual and physical) are kept at a high state of readiness and that they remain fit for purpose now and going forward (including through a comprehensive review of current SGORR arrangements). Lead on the overall coordination of SGORR staff and volunteer recruitment, training, exercising and retention. Management of assurance process for response staff readiness and deployability. Lead on SGORR business continuity. Deliver and participate in exercises with internal and external stakeholders and drive the implementation of lessons identified from them. Overall development, management and tracking of SGORR budget and finance, advising the Team Leader Engage with stakeholders across the resilience landscape in Scotland. When SGORR is stood up, perform SGORR roles up to and including Team Leader overseeing and coordinating response work. Lead on and support other tasks as required in support of the SGORR Secretariat portfolio. Line management duties. Working Pattern The post is a full time role, but staff with different working patterns are invited to apply, and we will assess proposed working patterns against the business requirements for this post (SGORR is required to be at a high degree of readiness at all times which means some work patterns may not be suitable (e.g. part-time). This post is based in St. Andrew’s House in Edinburgh. The team operates hybrid working and you will be expected to be in the office at least two days per week during normal weeks. In our team, several of us work from St. Andrew’s House on a daily or near-daily basis. When SGORR is stood up, you may be expected to come to St. Andrew’s House more (so ideally you are within an hour from St. Andrew’s House) or you may in some cases be deployed to other parts of the country.
