Overview
To provide a professional strategic HR service, ensuring up to date expert, consistent advice, support and practice covering all staff.
The People Business Partner (PBP) will be an integral member of the divisional team, supporting all workforce issues and ensuring that the workforce is aligned to achieve the business priorities and objectives; the PBP will drive the development of divisional workforce plans that support the delivery of strategic objectives, both internal and external to the organisation, and will lead on supporting senior leaders in divisions and business areas in developing and implementing divisional workforce strategies. They will partner with key customers and stakeholders to develop and deliver HR and OD plans to attract, recruit, develop, retain and performance manage our people, including talent management, performance, resourcing, engagement, capability development and supporting leaders to deliver enhanced HR and OD performance. The PBP will play a proactive role in identifying and delivering interventions to support cultural transformation, improve employee experience and service delivery in line with the Trust People strategy.
Responsibilities
* Partner with senior leaders to deliver Trust and divisional business strategy and objectives, ensuring workforce issues are considered in business planning.
* Develop and oversee divisional workforce strategy aligned with the Trust Workforce Strategy, including talent management, succession planning and appropriate use of temporary workforce.
* Support divisional management teams in identifying and delivering workforce-related cost improvement programs and in improving performance and productivity to deliver high quality patient services and targets.
* Ensure accurate provision of workforce data; develop and maintain workforce intelligence dashboards; lead the development of annual workforce plans; monitor trends and act on resourcing needs.
* Lead on change management programmes, TUPE, and organisation-wide change initiatives; provide HR advisory support on employee relations and complex HR cases.
* Proactively diagnose and support culture change, design and implement interventions with OD/WELLBEING colleagues; facilitate listening events and coaching as required.
* Improve people management capability through coaching, training collaboration with Education and Training, and policy/practice updates.
* Interpret employment legislation, advise on ER matters, and ensure ER performance indicators are in place; support hearings and prepare management reports.
* Collaborate with OD, Equality Leads and other HR/OD colleagues to implement development initiatives and promote inclusion; support HR policy development and timely implementation across the Trust.
* Direct managers and staff to resources and advise on terms, conditions, and policies as appropriate.

Qualifications
Essential
* Educated to Masters Level, or equivalent
* CIPD Member
* Postgraduate Diploma in HRM (level 7 or equivalent)
* Coaching or conflict resolution, or willingness to undertake
Desirable
* Project Management
Knowledge
* Up-to-date knowledge of TUPE and change management processes
* Up-to-date knowledge of Employment Legislation
* Knowledge of NHS Terms and Conditions
Experience
* Experience coordinating change programmes including TUPE or delivering change
* Experience improving performance and productivity within a business
* Experience providing a range of HR advice on policy application
* Experience working with data to support workforce intelligence and improvements
* Business or Workforce Planning
* Supporting managers with applying ER policies
