CIB & HBEU includes Global Payments Solutions (GPS), Global Trade Solutions (GTS), Markets & Securities Services (MSS), Investment Banking, Global Coverage, and key geographies in Europe and the Americas.
The CIB & HBEU GCIO function comprises a global team of circa 17,000 staff worldwide with an annual operating budget of approximately $2bn. The CIO for CIB & HBEU reports into the Group CIO, responsible for circa 60,000 staff and an operating budget of about $7 billion.
The Group Chief Information Office (GCIO) Chief Operating Office (COO) team has aligned units for each of the Global Business and Global Functions. This role is part of the CIB & HBEU aligned Operations Director team, responsible for all Portfolio & Accountability Management (PAM) for CIB & HBEU, in close collaboration with the COO central team.
Job Responsibilities:
1. Establish and maintain effective governance including portfolio steering meetings, working groups, and escalation paths through to the GBGF CIO.
2. Collaborate with Business and Transformation teams to ensure GCIO deliverables are funded, resourced, and prioritized (aligning value stream capacity and demand).
3. Keep the GBGF Ops Director and CIO fully briefed on programme statuses and issues to support Group CIO meetings.
4. Hold programme delivery managers accountable through challenge sessions for quick issue resolution.
5. Seek early warning indicators of programmes going off-track and determine resolutions.
6. Ensure quality of portfolio programme delivery structures, governance, tooling, and milestones.
7. Maintain programme hygiene using Clarity-driven metrics in visualisation tools.
8. Provide status updates to the central PAM team for GCIO reporting and escalate issues to GCIO ExCo.
9. Review and report thematic RAID across GBGF, raising Helios issues and MSIIs as needed.
10. Collaborate to adopt best practices and tooling, and develop the PAM community.
11. Establish collaboration with 2LOD and 3LOD to align programme execution expectations.
12. Drive effective use of execution tooling and processes for triggered programmes.
13. Ensure accurate financial management of targets, forecasts, and actuals, in collaboration with the business.
14. Manage spend within targets, analyze run rates, and challenge forecasts.
15. Ensure interlocks of budgets with programme suppliers are correct and within overall targets.
16. Manage change processes for targets and tollgates.
Business Cases, NFRs & Clarity:
1. Maintain CIB & HBEU Clarity structures, archiving legacy structures as needed, to support current portfolios.
2. Agree on Strategic and Delivery Business Cases with the business.
3. Oversee technology inputs to Business Cases and ensure adherence to standards.
4. Ensure successful NFR & CIA completion across portfolio initiatives.
Requirements:
* Experience managing significant financial/resource plans, organizational transformation, and project portfolios in complex, matrixed organizations.
* Proven executive leadership in technology roles within financial services, preferably in multinational banks.
* Strong understanding of banking technology operational requirements and external environment factors.
* Analytical and problem-solving skills with data-driven decision-making ability.
* Ability to translate and manage technology strategy and accountabilities.
* Deep financial and commercial awareness.
* Operational risk management skills.
* Relationship management with internal and external stakeholders.
* Understanding of HSBC Group's strategy, structures, and processes.
