Senior Procurement Specialist
Whytematter are excited to help with growth of a very well known company to Northern and Southern Ireland for the search of a Senior Procurement Specialist to join their team. Please note, this role is based in Enniskillen on a hybrid working model basis.
The Senior Procurement Specialist will support the Head of Procurement in delivering the Procurement Strategy, including the Procurement Plan and Contract Management. This role is responsible for the full procurement lifecycle for goods and services, ensuring alignment with public procurement legislation and internal policy. The role is vital to maintaining compliance, ensuring efficient operations, and supporting internal stakeholders with exceptional service.
Key Responsibilities
Manage procurement helpdesk and serve as the main point of contact for procurement queries.
Lead the full eTender process, from publishing documents to PO creation post-award.
Ensure accurate records of all procurement activity for audit readiness.
Conduct compliance audits and report findings to the Head of Procurement.
Act as liaison with designated business units to support their procurement needs.
Review and approve POs for quotes and tenders to ensure compliance.
Collaborate with Purchasing to ensure policy adherence across purchase activities.
Determine appropriate procurement routes (Quotes, Tenders, SupplyGov, Procurement Cards).
Analyse financial system data to inform procurement reporting and decision-making.
Assist with daily procurement operations and continuous process improvement.
Implement the Corporate Procurement Plan and oversee supplier KPI compliance.
Support adoption of new procurement-related digital systems.
Review annual procurement plans from budget holders and provide feedback.
Deliver procurement training to staff and publish procedural notifications.
Develop monitoring and reporting tools aligned with sustainability and governance.
Support change management initiatives linked to procurement.
Undertake other duties as required by senior leadership, including participation in improvement projects and external representation.
Promote and adhere to equality policies and complete mandatory training.
Person Specification
Eligibility Criteria
Degree (or equivalent) in Procurement, Business, Supply Chain Management, or related field.
Minimum of 3 years' experience in public procurement or equivalent, including:
Supporting senior management in a complex organisation.
Experience in an organisation with capital income of at least €10 million.
Full driving licence and/or access to transport to fulfil role requirements.
Essential Criteria
Experience building relationships with stakeholders at all levels.
Ability to maintain comprehensive procurement records for audit.
Strong analytical and problem-solving skills with adaptability in fast-paced environments.
Excellent organisational skills and ability to manage competing priorities.
Capability to work independently with minimal supervision.
High attention to detail and accuracy.
Proficiency with Microsoft Office and relevant procurement software.
Experience in leading teams or line management responsibilities.
Ability to implement corporate procurement plans and engage senior stakeholders.
Experience delivering procurement training and contributing to change management.
Knowledge of procurement law, frameworks, and best practices.
Strong procurement judgement to support strategic decision-making.
Proven ability to guide teams and influence process improvements.
Experience managing the full eTender process including clarifications and evaluations.
Desirable Criteria
Registration with the Chartered Institute of Purchasing and Supply (CIPS) is highly desirable.
(Non-registered candidates must obtain registration within two years of appointment.)
Experience working across jurisdictions (NI and ROI) within procurement.
