I am working with a local authority in Hertfordshire who are seeking an experienced and proactive Private Sector Housing Officer to join a local authority team in the North West. This role will focus primarily on private sector housing enforcement, with a proportion of work supporting Environmental Protection duties, particularly noise and statutory nuisance investigations.
You will play a key role in improving housing standards across the private rented sector, ensuring legislative compliance, and responding effectively to housing‑related complaints, while also assisting with environmental nuisance matters where required.
This is an excellent opportunity for a well‑rounded officer with strong PSH enforcement experience and a working knowledge of noise and nuisance investigations, who can step into a busy service and add value from day one.
Key Responsibilities
* Carry out inspections of private rented properties in line with the Housing Health and Safety Rating System (HHSRS)
* Identify Category 1 and 2 hazards and take appropriate enforcement action
* Prepare and serve a range of statutory notices under housing legislation
* Investigate complaints relating to poor housing conditions, damp and mould, overcrowding, and disrepair
* Provide advice and guidance to landlords, tenants and managing agents to secure compliance
* Support property licensing work including HMOs (where required)
* Assist with Environmental Protection duties, including:
* Noise nuisance investigations
* Statutory nuisance complaints
* Evidence gathering and case management
* Maintain accurate case records and produce clear, professional written reports
* Work collaboratively with internal teams, legal services, Environmental Protection colleagues and external partners
Essential Requirements
* Proven experience working as a Private Sector Housing Officer / Housing Enforcement Officer within a local authority
* Strong working knowledge of the Housing Act 2004 and HHSRS
* Experience serving and progressing housing enforcement notices
* Previous involvement in noise and nuisance investigations or Environmental Protection work
* Ability to manage a varied and high‑volume caseload
* Excellent communication and report‑writing skills
* Ability to work independently with minimal supervision
