The primary purpose of the Head of Corporate Assurance role is to provide the CEO and the ARAC with an oversight view of assurance to inform robust governance, risk management and internal control arrangements across Ofgem. This will be achieved by leadership of a central team, supported by a network of colleagues embedded within business areas, to deliver a range of assurance products which the Head of Corporate Assurance will draw on when providing advice to the Chief Executive and the Audit and Risk Assurance Committee (ARAC). Key Responsibilities Lead the awareness raising, development and implementation of an effective Business Assurance Framework for Ofgem, and support Ofgem directorates in implementing it. Provide regular evidence based reports and advice to the CEO and ARAC on governance, risk management and internal control arrangements across Ofgem. Challenge Ofgem directors to ensure that the right policies and behaviours are in place across the Department to ensure effective governance, risk management and internal control. Monitor their compliance in achieving this, and support them to strengthen practices and escalate where they are not. Challenge Ofgem policy owners across Corporate Functions such as Finance, Risk Management, HR, Information Management, Management Controls, Programme Management to ensure that the right policies and support structures are in place to enable strong governance risk management and effective internal control. Lead the Control & Assurance team to provide a range of assurance products to support advice to the CEO and ARAC on assurance. Lead the development of the annual internal assurance and control testing programme. Take decisions on complex Conflicts of Interest cases. Provide an intelligent client role in the oversight of the outsourced Internal Audit function. Draft the annual Governance Statement for the organisation, using evidence gathered from the years assurance work. Engage across government on matters of assurance, for example with Department for Energy Security and Net Zero (DESNZ), Cabinet Office, Government Internal Audit Agency and others. Key Outputs and Deliverables Regular reports to the Senior Executive Committee and ARAC, including a comprehensive Assurance Map Development and maintenance of a robust Business Assurance Framework Leadership of the Control & Assurance team, and associated evidence to support Assurance Reporting & Advice Governance Statement (draft) as part of the Annual Report & Accounts Person specification Role Criteria Essential: A formal risk management or business assurance qualification or extensive experience working in Assurance and/or risk management. (Lead) Experience of working with Executive and non Executive Directors, influencing and informing their decisions with a proven aptitude for leadership, championing risk and assurance at a senior level (Lead) Exceptional stakeholder management, extensive experience in fostering collaboration across diverse teams in a complex environment Strong written and verbal communication skills, with the ability to distil complex subject matter into clear, relevant messages for diverse audiences including experience briefing senior decision-makers. A confident and inspiring leader with strong management skills to guide teams, drive performance, and foster a culture of excellence, inclusion and innovation. Desirable: Membership of professional body IRM, Accountancy/Audit Energy industry experience Knowledge of public sector assurance and risk management procedures and processes.
