About the Role

Are you passionate about developing organisational capability through data‑driven insights, strategic learning and capability analytics? Are you confident in using and presenting complex datasets from a variety of sources? If so, we'd love to hear from you! The role of Capability Management Lead is part of the ITS Capability and Talent Team and focuses on harnessing data from all areas of capability and talent within the IT directorate, including internal training, apprenticeships, development programmes, school and college engagement, and career frameworks to generate actionable insights and robust reporting.

You will leverage advanced tools such as Power Automate, Power BI, SharePoint and DAX to collect, analyse and visualise complex datasets. Your work will directly inform decision‑making and drive continuous improvement across the directorate. A key aspect will be the development and implementation of skills assessment tools, enabling the organisation to identify skills gaps and measure progress effectively.

Collaboration with internal and external stakeholders will be essential, as you source solutions and support the development of capability across ITS. You will take ownership of your projects, while also providing support and cover across the team as needed.

Key Responsibilities

* Implementation of ITS' capability development plans, working collaboratively with ITS staff and HR to meet desired outcomes; working with managers and HR to identify individual and team level training needs.
* Working with managers responsible for the identification of professional pathways and the learning required to support these; maintaining a defined skills matrix to inform staff development and training requirements.
* Delivery of ITS‑level developed training and development plans to drive capability uplift via a variety of methods and monitoring, evaluating and reporting on the effectiveness of training programmes.
* Identifying and assessing current and future training needs through close working with the ITS Capabilities and line managers, linked to career paths.
* Leading on the development of a culture of continuous improvement, introducing measurable analytics to demonstrate the scale of success of learning and development delivery and demonstrate ROI by reviewing capability requirements, training plans and skills matrices.
* Working in conjunction with HR and the ITS recruitment manager to evaluate business needs to identify planned solutions to support succession planning, talent management and recruitment, ensuring initiatives align to the wider Agency strategy.


Qualifications & Selection Criteria

We will assess you against the following criteria during the selection process:

* Technical skills: Business Modelling (BSMO) SFIA Level 4 as per https://sfia‑online.org/en/sfia‑9/all‑skills‑a‑z.
* Experience:
o Built or maintained systems and databases to support Learning and Development activities.
o Applied analytical skills to create reports or dashboards that delivered actionable insights for Learning and Development decision‑making.
o Introduced an innovative solution to automate routine administrative tasks.


Employment Terms

* Full‑time roles consist of 37 hours per week; part‑time applicants are welcome with a minimum of 35 hours per week.
* Hybrid working arrangement with a non‑contractual expectation of at least 60% of working time on the designated workplace (or another office/work location) each month; occasions may require higher attendance.
* Eligibility: Visa sponsorship is not available; candidates must have the right to work in the UK.

Hybrid & Working Hours Details

The role is suitable for hybrid working. The expectation at present is a minimum of 60% of your working time each month spent at either your designated workplace or, when required for business reasons, in another office/work location. There may be occasions where you are required to attend above the minimum expectation.


Visa & Nationality Requirements

* Open to UK nationals, nationals of the Republic of Ireland, Commonwealth countries with the right to work in the UK, and EU, Switzerland, Norway, Iceland or Liechtenstein nationals and family members with settled or pre‑settled status under the EUSS.
* Also accepted are nationals with limited leave to remain or indefinite leave to remain who were eligible to apply for EUSS on or before 31 December 2020, Turkish nationals, and certain family members of Turkish nationals who have accrued the right to work in the Civil Service.


Application Process

Stage 1: Sift of CV and Personal Statement. You will provide a CV and a 750‑word statement answering the essential criteria listed above.

Stage 2: Interview and Assessment. An interview and assessment will take place at our Swansea office. The interview will assess Experience, Behaviours, and Technical skills. You will also complete an exercise to assess the Behaviour: Managing a Quality Service.

Feedback will be provided only if you attend an interview or assessment. We will also hold a 12‑month reserve list for the role.
