Role Overview and Purpose
The Technical Manager – Hard Services Compliance & Assurance is a senior professional authority within ABM UK, providing portfolio-wide technical governance, statutory compliance assurance, and specialist leadership across hard services disciplines.
The role operates nationally and exercises a high degree of professional autonomy, acting as an authoritative technical voice across electrical, mechanical, water, confined space and related statutory systems. The postholder ensures ABM’s hard services delivery is safe, compliant, consistent, and auditready across all accounts and mobilisations.
The Technical Manager works across operational teams, QSHE, Commercial, Mobilisation, and Clients, influencing outcomes through technical authority, governance frameworks, and expert judgement rather than direct line management.
Key Responsibilities
Technical Authority & Compliance Assurance
* Act as a senior technical authority for hard services compliance across the ABM UK portfolio.
* Hold one or more formal technical appointments (e.g. Electrical SAP/AE, Mechanical AP/AE, Water Hygiene RP/AP, Confined Spaces AE), aligned to competence and business need.
* Define, interpret, and apply statutory and best‑practice standards across diverse operational environments.
* Exercise independent professional judgement in resolving complex or high‑risk compliance issues where standards, guidance, or asset conditions conflict.
Statutory Governance & Audit
* Provide portfolio-wide assurance that statutory and mandatory compliance obligations are met and evidenced.
* Lead and undertake technical audits, inspections, and compliance reviews across multiple accounts.
* Identify systemic risk, non‑conformance trends, and improvement opportunities, driving corrective actions through operational teams.
* Act as an escalation point for complex technical, safety, or compliance issues.
Mobilisation, Transition & Due Diligence
* Provide technical leadership during bid, mobilisation, and transition phases to ensure hard services compliance from Day One.
* Define and validate statutory compliance requirements, asset data, certification, and governance arrangements during onboarding.
* Support go/no‑go readiness decisions from a technical compliance perspective.
* Contribute expert input to bid submissions, technical risk assessments, and cost models.
Standards, Frameworks & Continuous Improvement
* Develop, maintain, and evolve ABM’s hard services technical standards, procedures, and compliance frameworks.
* Contribute to the central technical knowledge library, templates, and audit tools.
* Identify opportunities to improve consistency, assurance, and efficiency in compliance delivery.
* Support digital and CAFM‑aligned approaches to evidence management and reporting.
Coaching, Influence & Capability Building
* Provide technical coaching, guidance, and professional challenge to site engineers, technical managers, and operational leaders across the portfolio.
* Support the development and upskilling of Authorised Persons, Competent Persons, and Responsible Persons.
* Act as a trusted advisor to Account Teams, QSHE, and senior stakeholders on hard services compliance matters.
Required Skills and Experience
* Significant experience operating as a senior technical authority within hard services or FM environments.
* Formally appointed Authorised Person (AP), Senior Authorised Person (SAP), Responsible Person (RP), or Authorising Engineer (AE) in one or more hard services disciplines.
* Strong working knowledge of statutory and best‑practice compliance frameworks across electrical, mechanical, water hygiene, confined spaces, and environmental systems (including EAWR, PSSR, Gas Safety, L8/HSG274, F‑Gas, TM44, and ESOS).
* Proven experience delivering statutory compliance assurance across large, complex, multi‑site portfolios.
* Demonstrated ability to influence senior operational teams and clients through technical authority and professional judgement, without formal line management responsibility.
* Excellent technical writing, audit reporting, and stakeholder communication skills.
* Highly self‑directed, with the ability to prioritise risk and manage competing national demands.
* Willingness to travel nationally as required.
Qualifications
* HNC/HND or higher qualification in Electrical, Mechanical, Building Services, or a related engineering discipline.
* Relevant professional or technical certifications aligned to discipline specialism(s).
* Membership of a recognised professional body (IET, CIBSE, IMechE, or equivalent) desirable.
