As part of the NHS, organisations are required to have counter fraud arrangements in place to provide added value through the use of counter fraud specialists. The purpose of this role is primarily to deliver counter fraud investigations and proactive work to a specified organisation.
Band 6 LCFS report to and are supervised by a specified Band 7 LCFS.
Expectations of the post holder fall into three categories:
1. Work with a specified Band 7 LCFS to develop governance frameworks to minimise fraud risk, ensuring they provide opportunities to detect and prosecute fraud. Respond to requests for information, advice, and guidance from senior managers and regulators.
2. Undertake proactive work, including educating staff about fraud detection and response, and conducting national and local risk-based proactive exercises.
3. Under the guidance of the Band 7 Senior LCFS, deliver operational counter fraud services to prevent, detect, and investigate fraud, corruption, and bribery in line with NHS Counter Fraud Authority (NHSCFA) requirements.
As a counter fraud specialist, promote effective arrangements in accordance with NHS Counter Fraud initiatives, NHSCFA, and the Police. Collaborate with audit colleagues and external agencies as per Government Standard 13. Identify and mitigate fraud risks using the Government Counter Fraud Profession methodology, escalating risks as needed.
The post holder may act as the “Officer in charge” of investigations into less complex allegations, complying with relevant legislation including the Police and Criminal Evidence Act 1984, Criminal Procedure and Investigations Act 1996, and the Regulation of Investigatory Powers Act 2000. Participate in internal and external working groups, providing advice and support as requested.
