Subcontract Manager
Location(s): Hybrid - Based at any UK site - with potential travel as required
Summary of Role:
As a Subcontract Manager, you will contribute to Competitive Tendering and Subcontract Management activities.
You will be responsible for and direct all phases of the subcontract, from initiating the business case for make or buy decisions through requests for proposals, subcontract management plans, negotiation strategies, cost accountability, program execution, and contract closure.
This role is within our Training Transformation team, delivering elements of Project Selborne, transforming how the Royal Navy is trained. This opportunity has arisen due to retirement and offers a chance to join this dynamic team.
Main Duties:
* Identify and engage early subcontractors to support new business pursuits, providing risk and opportunity analysis.
* Develop procurement strategies, including selecting appropriate procedures with full justification.
* Guide multi-functional teams through procurement processes, including scoring moderation.
* Promote sustainable and responsible procurement, considering social, cultural, and diversity values.
* Liaise with peers across disciplines and leadership teams.
* Create, execute, and manage various subcontract types, using source selection techniques.
* Develop supplier Statements of Work (SOW) and conduct bidders’ conferences as needed.
* Perform or support cost and price analysis, develop negotiation strategies, and lead negotiations for value outcomes.
* Manage costs, quality, schedule, and technical performance requirements to ensure contract milestones are met.
* Contribute to business capture strategies to enhance organizational performance.
* Promote the function’s contributions towards corporate objectives and stakeholder engagement.
* Ensure compliance with customer requirements, government regulations, and company policies.
* Participate in gate reviews and capture/proposal efforts.
* Apply project management skills in supplier management.
* Assess challenges in programs and supply chains, taking actions to mitigate risks and develop opportunities.
* Lead supplier assessments and development activities.
* Represent the function in reviews including Gates, MRBs, and EACs.
* Prepare business cases, briefing materials, and resource estimates for management.
* Lead supplier assessments and development teams, including due diligence activities.
Candidate Requirements:
Essential:
* Experience in Supply Chain, Subcontract Management, Procurement, or related fields
* Stakeholder management experience
* Flexible and positive attitude
* Ability to lead or work effectively in a multi-functional team
* Excellent communication skills at mid-management level
* Experience in delivery/acceptance/invoicing processes
* Negotiation experience with non-standard agreements and Service Level requirements
* Continuous improvement, problem-solving, and dispute resolution experience
* Knowledge of MRP, SAP, and purchase order processes
* Ability to plan, prioritize, and organize work effectively
* Related degree or MCIPS or equivalent
* Experience as a Control Account Manager
* Knowledge of import/export legislation and logistics
* Experience in Subcontractor Relationship Management and international supply chains
* Management experience
