We are East Midlands Ambulance Service (EMAS), an organisation focused on delivering a high standard of emergency and urgent care to our patients across the region.

The East Midlands Ambulance Service NHS Trust (EMAS) provides Emergency, Urgent and Non‑Emergency pre‑hospital care and transport across six counties (Derbyshire, Nottinghamshire, Lincolnshire, Leicestershire & Rutland and Northamptonshire).


Job overview

An opportunity has arisen for a competent, experienced and enthusiastic, qualified finance professional within the Ambulance sector. The Deputy Director of Finance (DDoF) is accountable to the Director of Finance, working to improve financial management across the Trust, ensuring effective management and leadership of the finance team, and reporting the financial position of the trust and maintaining financial integrity.

The DDoF provides leadership and direction to the Finance and Department ensuring the delivery of all statutory financial duties. The DDoF will advise on highly complex issues and lead on corporate reporting/providing strategic financial and business planning advice.

The DDoF will play a key role in developing the financial aspects of the trust's annual plan and long‑term financial plan.

The DDoF will present and communicate information on the financial implications of strategic and operational decisions to the Board and subcommittees of the Board.

The DDoF will be responsible for ensuring that the finance directorate complies with external standards, best practice so that financial systems, controls and processes are operating effectively.

The post holder will deputise for the Finance Director across their whole portfolio (Estates, Fleet, Finance, Security).

The DDoF will interact and liaise with Derbyshire, Nottinghamshire and Lincolnshire ICB Cluster.

The DDoF will undertake day‑to‑day management of the finance department.


Main duties of the job

* Lead the internal and external monthly reporting
* Delivery of financial information and data to NHSE and ICBs when requested
* Delivery of financial information and data to Trust senior management (clinical and non‑clinical)
* Develop the annual financial plan
* Work with the Transformation team to identify annual efficiency savings for the Trust
* Manage the overall financial operations of the Trust
* Co‑ordinate the annual budget setting process
* Manage and lead the updating of the strategic long‑term financial model
* Manage the process by which business cases are brought to Executive Directors
* Manage the Capital Management Committee on behalf of the Director of Finance
* Manage the financial input to any tenders
* Be responsible for the financial aspects of the Trust’s Patient Level Information and Costing System
* Lead the management of the Trust partnership agreement with Nottinghamshire Healthcare NHS Foundation Trust
* Work with Head of Financial Accounting for the production and administration of Annual Accounts
* Be responsible for financial and accounting systems
* Organise and liaise with Internal Audit and with auditors regarding the External Financial Statutory Audit
* Establish and maintain financial procedures and ensure compliance
* Deputise for the Finance Director across all their portfolio
* Ensure that standards of reporting, financial control and auditing apply to Charitable Funds as to the main functions of the organisation

Qualifications

* Qualified CCAB accountant
* Up‑to‑date specialist knowledge and expertise of all accounting policies and practice


Experience

* Substantial post‑qualification experience in a senior finance management and leadership role including Board level exposure (10 years post‑qualification experience)
* Minimum two years experience working with Executive and Non‑Executive Directors and Clinical leads
* Experience of working in different organisations or parts of large organisations
* Extensive experience of NHS financial management and financial accounting
* Staff management and multi‑disciplinary working experience
* Experience of developing effective internal control systems
* Broad experience across the full spectrum of finance functions (financial management, accounting, budgeting, financial planning, value for money and costing)
* Direct Board level experience – fully deputising for Director of Finance
* Experience of financial recovery planning


Knowledge and Skills

* Highly numerate and analytical
* Advanced Excel, Word and PowerPoint skills
* Detailed knowledge of NHS budgeting and financial planning processes and the general NHS finance (including Foundation Trust) regimes
* Expert knowledge of financial and accounting procedures, financial and other aspects of legislation
