The Strategic Pipeline Alliance (SPA) is searching for a Land Consultant – Scheme Lead to support and enhance our project delivery team. What will you be doing as our new Land Consultant – Scheme Lead. The Strategic Pipeline Alliance (SPA) is a ~£1.8Bn framework delivering 500km of transfer pipelines, with associated storage and pumping assets, across the East of England supporting reduction of abstraction in sensitive aquifers and significant regional growth. You will play a key role in the successful delivery of the SPA project being part of the Land team reporting to the Land Programme Manager, undertaking key land referencing activities in line with the Water Industry Act 1991. Key responsibilities: Lead and coordinate all land referencing activities for the scheme in line with the Water Industry Act 1991 and project requirements. Provide technical oversight and quality assurance of land referencing outputs, ensuring accuracy, consistency and auditability. Oversee the identification of legal interests in land, including freeholders, leaseholders, tenants and rights, using HMLR, local authorities and other appropriate sources. Ensure land referencing data is accurately compiled, reviewed and maintained within the land management system. Manage and oversee land entry questionnaire (LEQ) processes, including batching, issue, review and confirmation of returned information. Lead the coordination of land access for non‑intrusive and intrusive surveys, EIA activities and construction requirements. Work collaboratively with retained land agents and agricultural liaison officers to manage landowner consultation and engagement throughout the project lifecycle. Provide day‑to‑day leadership, guidance and mentoring to Land Referencers assigned to the scheme. Have a strong background in land referencing research, investigation and statutory processes, and can provide technical guidance to others. You enjoy working collaboratively as part of a team, and are able to work independently where required Are an engaging and enthusiastic individual that can form relationships at ease and is an excellent communicator who can build and sustain relationships with the project teams and external stakeholders Are willing to travel and be located at the scheme location when required to carry out site visits in line with the referencing exercises.
