SECTION LEADER (CEO TEAM) - CIVIL PARKING ENFORCEMENT
The Civil Parking Enforcement Team is based in Cardiff Bay and undertakes the enforcement of parking and moving traffic offences across Cardiff.
Operating 7 days a week, the Civil Enforcement Officers (CEOs) undertake patrols across the city ensuring the safe movement of traffic on the highway by issuing Penalty Charge Notices to vehicles parked in contravention of parking restrictions.
An exciting and rare opportunity has arisen within the service for a Section Leader to manage the CEOs.
About the job
The Section Leader is responsible for all elements of parking enforcement across the city, including the delivery of an effective and efficient team that delivers excellent customer facing services whilst being compliant with parking legislation.
The role leads several teams of Civil Enforcement Officers tackling all forms of parking enforcement, both on and off street.
You will lead the development and continual improvement of the service, ensuring digital opportunities are maximised.
The role also works closely with teams undertaking the enforcement of untaxed vehicles, moving traffic offences, and the teams administering parking permits, blue badges, and the appeals process.
What We Are Looking For From You
We are looking for an enthusiastic individual, with proven experience in managing a frontline service. Whilst previous experience of managing a traffic enforcement service is advantageous, it is not essential.
You will have experience in performance management, conflict resolution, and knowledge of working within a legislative service.
You will need high level interpersonal skills and the ability to work effectively as part of a wider enforcement team. You will be flexible and adaptable, working outside normal office hours as necessary to meet the needs of the service.
Advanced IT skills including the ability to use Microsoft Office programmes and database systems are essential.
You will be able to demonstrate the requirements and experience detailed in the Person Specification.

This post is a permanent, full-time, office-based post with limited opportunities for hybrid working. You will work 37 hours a week and enjoy access to the Council’s flexi time scheme.
