We are seeking an experienced HSQE Manager to lead and manage all aspects of Health, Safety, Quality, and Environmental compliance within our Rail division, reporting into our Senior HSQE Manager. The successful candidate will act as the Responsible Person for health and safety, ensuring that all operations meet legislative requirements and industry best practices, while driving a positive safety culture across the organisation.
Responsibilities
Health & Safety Leadership
* Act as the Responsible Person for all health and safety matters, on-site Fire Warden, and First Aider.
* Oversee and manage all HSQE and CDM aspects of work, acting as Principal Designer, CDM Advisor, and Principal Contractor under CDM 2015 regulations.
* Lead accident and near-miss investigations, interviewing witnesses, preparing reports, and issuing findings to Head Office and clients.
* Conduct site inspections (day and night) to assess safety and quality compliance, issuing Safety Bulletins and Alerts to the workforce and subcontractors.
* Chair HSQE Committee meetings and attend senior management forums to provide leadership on HSQE strategy.
* Liaise with Night Safety Critical Manager on safety-critical work, including Protection on the Track, Drugs and Alcohol testing, and associated protocols.
Compliance & Auditing
* Manage and ensure compliance with ISO 9001, ISO 45001, ISO 14001 certifications, SSIP memberships, and RISQS requirements under Network Rail standards.
* Carry out internal process audits and coordinate third-party audits with accreditation bodies.
* Lead annual reviews of the Quality Management System (QMS), Safety Management System (SMS), Environmental Management System (EMS), and all associated documentation, risk assessments, RAMS, COSHH, and manual handling assessments.
* Manage pre-qualification checks and conduct annual audits of subcontractors and suppliers.
* Monitor, report, and oversee waste transfer procedures and environmental incident reporting.
Training & Development
* Deliver HSQE inductions for all new starters and oversee ongoing workforce training requirements.
* Maintain and manage the divisional training matrix and subcontractor/supply chain training requirements.
* Research, develop, and deliver in-house training programs, including practical safety demonstrations and DSE assessments.
* Mentor and manage the Night HSQE Supervisor and Training/Sentinel Coordinator, ensuring professional development and operational support.
Operational Support & Documentation
* Act as divisional document controller, maintaining controlled forms and registers.
* Develop new policies, procedures, manuals, and processes to support business strategy.
* Review and approve project-specific RAMS and permits for all works.
* Coordinate Temporary Works arrangements and maintain scaffolding registers.
* Conduct regular yard walk-rounds, visual inspections for asbestos, legionella, housekeeping, fire safety, emergency lighting, and firefighting equipment.
* Manage monthly data trackers, site inspection findings, vehicle inspections, and non-conformance analysis, providing regular reports to Head Office.
* Assist with PQQ management and tender submissions from a HSQE perspective.
* Maintain and review annual Business Continuity Plans for contract-specific operations.
About You
* Nebosh Diploma, NVQ or NCRQ certificate (desirable but not essential)
* GradIOSH working towards CMIOSH
* Member of professional body such as IIRSM or IOSH -desirable but not essential
* Experience in utilities including Rail, water, and wastewater
* 2 years’ experience in a similar type of role (desirable)
* Attention to detail.
* Able to work on your own and as part of a wider team.
* Good communication skills
* Good organisation skills
* Good time keeping skills.
* Be able to prioritise workload.
* Self-motivated target driven.
* Good computer skills and working on various software packages.
* Good communication skills both internal and external lines of communication
* Able to be field based and travel to different sites daily (Driving Licence essential)
* Positive approach to safety and resilient to challenges.
* Able to build relations quickly and positively influence others to take a safe approach.
* Proactive in identifying required safety interventions.
