Overview

Climate Change Strategy Officer role at Moray Council. The post involves the preparation, implementation, monitoring and review of the Council's Climate Change Strategy, including development and delivery of policy and actions within the Council. The role involves working with public, private and third sector organisations to deliver Moray-wide projects.


Responsibilities

* Support the Principal Officer in the delivery, monitoring and future reviews of the Moray Council Climate Change Strategy within agreed governance arrangements.
* Lead on the delivery of projects assigned to the Climate Change team and provide input and support for other projects across the Council and with partner organisations.
* Develop and implement innovative solutions and projects for the Council to become carbon neutral by 2045 and support community initiatives on climate change, energy and transport transition. Assess government policy and forecast opportunities and changes over the next 30 years.
* Develop detailed targets, costings and monitoring frameworks for the Climate Change Strategy.
* Support other Council services to deliver actions within the Climate Change Strategy.
* Contribute to the Local Development Plan, Moray Growth Deal and Transportation officers' work in terms of climate change, 20 minute neighbourhoods, Regional Spatial Strategy, Active Travel Strategy, new and emerging transport technologies and other strategic transport projects.
* Participate in training and development activities, as trainer and trainee, as required.
* Contribute to the effectiveness of the service.
* Ability to lead project teams to bring about change.
* Maintain excellent IT skills, including Microsoft Office (Word and Excel or equivalent).
* Develop and maintain high-quality reports; communicate and engage effectively with stakeholders.
* Think strategically and creatively to develop solutions; interpret, analyse and report on technical net zero related data.
* Work with senior managers in the Council and across partner organisations; manage multiple tasks concurrently; develop, review and monitor work systems and data management; use a range of data sources for planning, monitoring and evaluation.
* Deliver excellent presentation skills; develop, maintain and review procedures; contribute effectively to meetings; assert own opinion in difficult conversations.
* Travel between various work locations within Moray to meet operational requirements; due to the rural nature of Moray this is normally undertaken by car/van.
* Work effectively in a team, showing initiative to work independently with minimal supervision.
* Demonstrate appreciation, acceptance and commitment to the importance of confidentiality.


The Individual

* High level of knowledge in climate change policy and practice.
* Knowledge of Moray's climate change challenges and national climate change and planning policy.
* Experience of working in a political environment.
* Ability to research, develop, write, implement and monitor strategic policies/strategies; expertise in analysis and project management.
* Experience with Excel and managing information; experience in coordinating and collating information from multiple sources into reports, and the ability to develop, analyse and report technical information.
* Experience of working within tight deadlines.
* Degree level in a relevant discipline (e.g., Climate Change, Engineering, Environmental Studies, or Sustainability) or relevant work experience.
* Excellent level of accuracy, organisational skills, and ability to work on own initiative; strong teamwork and communication skills.
* Ability to lead project teams to bring about change.
* Excellent IT skills including Word and Excel or equivalent; excellent report writing, communication and engagement skills.
* Ability to think strategically and creatively to develop solutions; interpret and report on technical net zero data.
* Ability to work with senior managers in the Council and across partner organisations; ability to handle multiple tasks concurrently; ability to develop, review and monitor work systems and data management; ability to use various data sources for planning, monitoring and evaluation.
* Excellent presentation skills; ability to develop, maintain and review procedures; ability to contribute effectively to meetings; ability to travel between Moray locations as required.

Terms

* Fixed-term position until August 2027
* Closing Date: 19 September 2025
* Salary: £44,938.40 per year; £23.84 per hour
* 36.25 hours per week / 52 weeks per year
* Fixed Term/Temporary Contract to cover secondment
* Interviews to be held after 22 September 2025
