East West Railway Company (that’s us) was created by the Department for Transport (DfT) to oversee the delivery of East West Rail from construction through to wheels in motion, making sure the railway comes together in the right way.
Role Summary:
The purpose of the Programme Director role is to provide leadership to ensure that the programme achieves its objectives and realises its benefits, in line with the programme business case and within the agreed scope, time, budget and quality. The Programme Director provides guidance and direction in setting out the project delivery strategies and plans and ensures that the right project resources are in place to implement them. The Programme Director is ultimately accountable for the successful delivery of the programme.

Key Responsibilities
* Provide leadership and direction to the programme team, including ensuring roles and responsibilities and reporting lines and escalation requirements are clear.
* Lead on setting the programme delivery strategies and plans, ensuring contribution from relevant parties.
* Manage the team to facilitate the overall delivery of the programme
* Provide project and programme assurance in line with the governance, holding the organisation accountable to deliver the scope, outcomes and benefits needed to enable progression to later enterprise and project lifecycle phases.
* Develop strong strategic relationships needed for EWR Co. to achieve its objectives, these include Exec Team, EWRCo Board, DfT, ORR, Network Rail, GBR.
* Through the Project and Programme Managers, ensures that any changes to scope, schedule, cost of the programme are managed in accordance with the agreed processes and escalated where necessary.
* Responsible for the successful coordination and submission of accurate reports to predetermined deadlines
* Lead strategic direction of the programme, ensuring the programme meets the requirements and maintains alignment with wider industry strategy, shaping the strategy, business case and delivers within the policies for EWR.
* Report on project and programme progress and key risks and issues to executive level, in line with the agreed governance structure and reporting lines.
* Work in close partnership with the Programme Manager, to ensure timely information on project progress are provided, interfaces are managed appropriately, and the projects remains in line with the broader programme objectives.
* Co-operate with EWR Co in all matters relating to health and safety, including following safe working procedures at all times.
* Act as a role model for EWR Co’s vision and values, behaving in ways that are aligned with EWR Co’s Ways of Working, as well as encouraging and supporting others to do so too.
* Promote diversity in the workplace and adopt appropriate behaviour when interacting with colleagues
Skills, Knowledge and Expertise
* Detailed understanding of relevant NEC type contracts, with an ability to manage a programme/project under the relevant NEC forms of contract
* Experience of having held a clienting role
* Thorough knowledge of project and programme procedures normally associated with a major integrated infrastructure project
* Strong and demonstrable experience of managing major, complex infrastructure projects in a regulated environment
* Ability to manage multidisciplinary teams at a senior level
* Experience managing both internal teams and external teams interfacing with the client organisation
* Deep understanding of parliamentary process and proven track record of delivering projects for central government organisations
Education and Qualifications:
* Degree qualified in an appropriate business discipline and relevant, significant experience
* Chartered membership of a relevant professional body
* An understanding of Project 13 Principles would be desirable
