What does a X do at Hillingdon?
The position is responsible for the Local Authority’s statutory function to ensuring that
children who are employed or perform are doing so in regulated and safe way and they
are effectively safeguarded.
The position is responsible for the selection, assessment and review of chaperones,
managing relationships and challenging potential employers and building effective
relationships with schools, parents and other safeguarding partners.
The position holder has a dual role to assess and approve the licenses and also to raise
awareness of the legal implications, systems and process with all the relevant
stakeholders in Hillingdon.
The position holder takes the lead role in ensuring that the Local Authority meets its
responsibilities under the legislative framework of the Children and Young Persons Act
1933 and 1963, Children (Performance and Activities) (England) Regulations 2014 and
s175 of the Education Act 2002.
Key Responsibilities include:
1. Licensing and Regulation: Responsible for proactive measures to license and regulate child employment and children in performances. Ensures safeguarding and welfare of children and young people underpins all decision-making
Chaperone Approval: Assesses, trains, and approves individuals as licensed chaperones in Hillingdon, including renewal processes
Awareness and Compliance: Ensures employers, parents, children, and young people are aware of and comply with laws and regulations governing child employment and entertainment.
Representation: Represents the Local Authority on all matters related to child employment and entertainment.
About you
We are seeking a dedicated professional to join our team as a Child Employment and Entertainment Officer. In this role, you will be responsible for ensuring the welfare and safeguarding of children involved in performances and employment. Below are the essential qualifications, requirements, experience, and skills:
2. Qualifications :
Essential : Educated to A level or equivalent by experience.Qualification in safeguarding or working with children (e.g., NVQ, NNEB, BTEC).Track record of creating, assessing, and delivering training to diverse audiences.Ability to conduct and analyze interviews and selection processes. Desirable : Willingness to learn and adapt.Familiarity with child employment and entertainment processes.
3. Statutory or Role-Specific Requirements :
Essential : Ability to create, deliver, and assess training programs.Conduct statutory interviews with chaperones.Knowledge of safeguarding children legislation and regulations.Understanding of the role of a child employment and entertainment officer.Ability to interpret relevant legislation. Desirable : Experience collaborating with agencies involved in child welfare and education.Data management and report writing skills.
4. Experience :
Essential : Minimum two years’ experience in a Local Authority or customer-focused service.Direct work with partner agencies.Proficiency in using IT systems. Desirable : Additional experience in related fields.
